and Weller.
STAFF MEMBERS IN ATTENDANCE Clerk, Deputy Clerk and Director of
Planning.
PLANNING APPLICATIONS
Mayor West advised those present that this meeting had been called as a
Public Meeting with respect to applications for amendment to the Zoning
By-1 aw for Soccer Club 1 ands owned by the Town of Aurora and for HBBH-1
Realty Corporation.
Mayor West advised that any person who wished further notice of the passage
of the by-1 aws under consideration should sign the forms avai 1 able before
they leave the meeting.
The Clerk advised that the required Notices of Meeting for these
Applications were mailed on November 13, 1987 by First Class Mail, to
addresses within 120 metres of the areas, as shown on the 1 ast revised
assessment roll of the Town of Aurora to which the proposed by-1 aws would
apply. The necessary signs were posted on the various properties in
accordance with the rules of procedure under the Planning Act (19B3).
The Public Meeting procedure and the opportunities available for concerned
residents to ask questions of the proponents of the various applications
scheduled for consideration were explained.

AMENDMENT -Upon the question of the adoption of the resolution it

THAT By-law No. 2960-87 and the matter of Mrs. Fryer's traffic
concerns on George Street which was deferred from the meeting of
December 16, 1987 be added to the Agenda.

The resolution CARRIED AS AMENDED.
PLANNING APPLICATIONS
Proposal -Application Z-37-87 -Soccer Club Lands; Town of Aurora
The Public Meeting began with the consideration of the Town's application
concerning the Soccer Club lands on Vandorf Sideroad. The Mayor determined
that there were no members of the public in attendance at the meeting
concerned with this application. As a result, the normal review of the
Town's planning report prepared by the Director of Planning was dispensed
with. The public portion of the meeting was then closed and Council's
consideration began.

Proposal -Application Z-36-87 -HBBH-1 Realty Corporation
The public meeting resumed with Mrs. Seibert outlining briefly the
highlights and staff concerns related to the proposed rezoning. The
alternative of a temporary use by-law was put forward as a method for staff,
neighbours and Council to monitor the program and the effects on parking.
Applicant's Comments:
Ms. Alysia Pascaris, the Director of the New Directions Centre, a branch of
the Canadian Mental Health Association (the proposed tenants of the subject
property} made a presentation to Council concerning the purpose and
activities of the program to be carried out within the building.
It was stressed that the program participants would not use private vehicles
for transportation to the building, that there would be a maximum of ten
individuals within the house at any one time, and that the off-site parking
arrangements made would not be required. Mrs. Pascaris provided a 1 etter
from the priest of Our Lady of Grace Church consenting to the use of this
parking lot for overflow purposes. The agency has entered into a lease with
the owner of the subject 1 ands running for two years and three months,
expiring in March, 1990, with an option to renew at that time.
Public Concerns:
what arrangements would be in place regarding zoning and use of the
property at the expiry of the leased period;
what uses could the building be used for if the lease was terminated
earlier; and
parking for participants of the program.
The Public Meeting closed and Council's consideration began.

THAT Council authorize staff to prepare an implementing zoning
by-law for a temporary period of two years and three months.

on George Street at the Hawthorne Lane intersection as requested.
