MINUTES OF THE SPECIAL COUNCIL MEETING HELD IN THE COUNCIL CHAMBERS AND THE
BOARDROOM OF THE YORK BOARD OF EDUCATION, THURS., APRIL 3, 1986 AT 7:30P.M.
Present -were: Mayor West; Councillors Barker, Jones, McKenzie,
Paivio (8:30p.m.), Pedersen and Timpson.
Absent Were: Councillor Buck.
Councillor Weller absent due to illness.
Mayor West advised this meeting had been called to bring together concerned
citizens regarding mail delivery and representatives from Canada Post.
Mayor West introduced Romeo Phillipo, Service Manager, in charge of all
group box deliveries in Canada.
Mr. Phillipo presented a 15-minute slide presentation outlining the
Community Mail Box System.
Mr. Phillipo stated that the boxes would be:
located within 180 metres of any residence;
30 inches from the ground for easy access;
made of steel and aluminum and weather-resistant;
two different sizes-letter and parcel; and
incorporated with a mail slot situated on top of the boxes.
Mr. Phillip stated that as Canada Post had been directed to reduce its
deficit there would be no more home delivery service inaugurated.

discriminatory service;
could compromise be worked out (e.g., home delivery to all
residential areas on a 2-3 day delivery};
line up in post office to pick up mail -waiting time over thirty
minutes;
theft and vandalism; and
snow removal.
Resolved that the Town of Aurora accept communal boxes as an
interim measure until a more equalized system is devised.
CARRIED.
Resolved that the Canadian Government be requested to take
the necessary steps towards an equalized mail delivery system
for all residential areas.
Be It Further Resolved that this resolution be circulated to
Municipal Associations and The Regional Municipality of York
for endorsement.
