MINUTES - Special Council - 19850723MINUTES OF THE SPECIAL COUNCIL MEETING HELD IN THE BOARD ROOM AT THE
YORK REGION BOARD OF EDUCATION, TUESDAY, JULY 23, 1985 AT 8:00P.M.
Present Were: Mayor Illingworth, Councillors Buck, Jones, Ostick,
Paivio, E. Stewart and West.
Also Present: L. Allison, Administrative Clerk, Wm.G. Walker, Director
of Public Works and Blair Howard of J.B. Howard and
Associates, Insurance Adjusters •.
Mayor Illingworth advised those present that this meeting had been called as
an informational meeting regarding the flooding problems which occurred as a
result of the rainstorm on Monday, July 15, 1985.
1. Appointment of Acting Clerk
West: Resolved that Mr. L. Allison be appointed Acting Clerk for
Jones: the purpose of recording the minutes of this meeting.

2. Mr. R.S. Thomson
Mayor Illingworth requested that all those present stand and
observe a one minute silence period in memory of Mr. Richard S.
Thomson who passed away Friday, July 19, 1985. Mr. Thomson served
ably as legal counsel to the Town of Aurora over the past 15 years.
3. Mr. Blair Howard re: Flooding Problems
Mr. B. Howard, an independent insurance adjuster, acting for the
Town's insurance company provided an explanation as to the
procedures being undertaken by the Guarantee Company in reviewing
the events surrounding the storm of July 15 and the assessment of
the resulting damages. He stressed the importance of providing the
Town and any other involved parties a written Notice of Claim as
quickly as possible. Mr. Howard summarized the various options
which are available to the Company in the determination of the
validity of the claims presented and indicated that the final
decision regarding claims is made by the insurance company and not
Council.
4. Delegation -Mr. G. Rossini

Jones:
Mr. G. Rossini addressed Council on behalf of many of the Kemano
Road area residents and presented numerous questions related to the
policies and procedures currently practiced by the Town in the
areas of subdivision control, maintenance of services and
inspection of public works. The concerns presented also included
access to Kemano Road by construction traffic, the effect of the
resurfacing of Kemano Road on drainage patterns and telephone
access to public works staff.
Resolved that the brief presented by Mr. Rossini be referred
to the Pub 1 i c Works Committee for a response and a 1 so to Mr.
B. Howard.

5. Other Public Concerns
Various other members of the public queried Council and voiced
concerns about the di ffi culti es encountered as a result of the
storm.
