MINUTES - Special Council - 19840829, .... , ' MINUTES OF THE SPECIAL COUNCIL MEETING HELD IN THE BOARD ROOM AT THE / YORK REGION BOARD OF EDUCATION, WEDNESDAY, AUGUST 29th, 1984 at 7:30 P.M. r ; Present Were: Mayor Illingworth and Councillors Evelyn Buck, Tim Jones, Martin Paivio, Earl Stewart, Norm Stewart and John West. Regrets From: Councillor Richard Barker was ill. Councillor Len Ostick on vacation. Also in attendance were Clerk-Administrator K.B. Rodger, Deputy Clerk C.E. Gowan, Regional PlannerS. Seibert and Chief Building Official R.J. Harrington. Mayor Illingworth advised those present that this meeting has been called as a Public Meeting with respect to the introduction of a By-Law amending the Zoning By-Law for Industrial Zone Building Heights. Clerk-Administrator K.B. Rodger advised that advertisements were placed on July 18th and August 15th, 1984 in the local paper complying with the rules of procedure under The Planning Act (1983). Mayor Illingworth advised that any persons who wished further notice of the passage of the By-Law under consideration should sign the forms available before they leave this meeting. Mayor Illingworth requested s. Seibert, to outline Application Number Z-43-84 (Town -M Zone -Height Requirements): Proposal (Maximum Building Heights Industrial Areas) In response to a recent request Council is considering amending the provisions of the zoning by-law relating to the maximum height of buildings in all industrial zones from 10 metres {32.81 feet) to 15 metres (49.2 feet). Comment The proposal would increase the permissible height by 16.4 feet thereby allowing up to two (2) additional storeys to be constructed. This would permit up to 5 storeys. The current yard requirements for front and rear yards are 9 metres {30 feet) which seems adequate for the higher building. The current side yard requirement is 3 metres (9.8 feet). If two fifty foot buildings were located side by side with minimum side yards the resulting 20 foot separation would present a heavily built up appearance. Existing buildings in built up locations are likely to be constrained from taking advantage of the proposed maximum by parking constraints. In areas which are in transition from other uses -such as "Residential" to "Industrial'', it is suggested that the increased building height coupled with the narrow required side yard might be somewhat imposing. It is suggested that it may be appropriate to limit the increased height to areas separated from residential areas such as industrial parks. Council may wish to consider increasing the minimum side yard required where the. hei ght is inc rea sed. Agency Comments York Region Planning Department -no Regional concerns unless this change would permit increased demand for sewage treatment capacity beyond what is provided. Town of Newmarket -no comment. Town of Richmond Hill -staff comment no objection. Town of Whitchurch-Stouffville -no objection. E. Stewart: Jones: Resolved that the necessary By-Law be prepared for Council's consideration. Stewart: Resolved that a Celebrity Station Wagon, with air conditioning and bar light be purchased from Highlands Chev/Olds at a cost of $12,442.50 plus sales tax, if required, and the Seal of the Corporation be attached hereto. Sales tax to be included, if required, and the Seal of the Corporation be attached hereto. The cost of this vehicle to be taken from the Vehicle Reserve Fund. CARRIED 2. International Works Equipment Show West: Resolved that Councillor Barker be allowed the balance of his 1984 Buck: conference allotment to attend this conference and any additional cost be at his own expense.
