MINUTES - Special Council - 19840826l _ __.., MINUTES OF THE SPECIAL COUNCIL MEETING HELD IN THE BOARD ROOM AT THE YORK REGION BOARD OF EDUCATION, WEDNESDAY, SEPTEMBER 26th, 1984 at 7:30P.M. Present Were: Deputy Mayor John West and Councillors Barker, Buck, Jones and Ostick. Mayor Illingworth, Councillor E. Stewart and N. Stewart unable to attend. Also in attendance were Deputy Clerk C.E. Gowan, and Regional Planner S. Seibert. Deputy Mayor West advised those present that this meeting has been called as a Public Meeting with respect to the introduction of a By-Law amending the Zoning By-Law for Graystones Restaurant. Deputy Clerk C.E. Gowan advised that Notices of the Meeting were mailed on August 1st, 1984, by first class mail, to addresses within 120 metres of the areas, as shown on the last revised Assessment Roll of the Town of Aurora, to which the By-Law would apply. The necessary signs were posted on the property in accordance with the rules of procedure under The Planning Act (1983}. Deputy Mayor West advised that any person who wished further notice of the passage of the By-Law under consideration should sign the forms available before they leave this meeting. Deputy Mayor West requested S. Seibert, to outline Application Number Z-44-84 (Graystones Restaurant): Proposal (Graystones Restaurant): The applicant proposes to enclose the existing patio on the Yonge Street frontage of the property and extend the dining room into the addition. The proposed addition would occupy approximately 55m2 (600 square feet) thereby requiring an additional 6 parking spaces. As well the applicants require the existing front yard setback of 10 metres (32.81 feet) be amended to "0". Comment This application will result in the existing licenced patio being changed to a licenced dining lounge. The patio is currently licenced for 44 persons whereas the proposal before Council would be a dining lounge for approximately 33 persons. The total liquor licences for the entire premises are currently as follows: Dining Lounge Dance Area Lounge Patio Total The proposed change will result in the following: Dining Lounge Dance Area Lounge Patio Total 52 181 40 44 317 85 181 40 0 306 The applicants have indicated that the dining lounge hours will end at 9:00 p.m. with the dance areas lounge hours beginning about that time. Based on the number of persons for which the premises are licenced, 63 parking spaces are required at 1 parking space for each 5 seats. Area exists for approximately 30 parking spaces although some are accommodated in part on the municipal road allowance. The fact that the property is now considerably short of parking with no manner of alleviating it on the site is a problem particularly since the lands immediately to the east are residential and commercial parking on the road allowance is limited. , . ..-~, '---~ SPECIAL COUNCIL MEETING ••• WEDNESDAY, SEPTEMBER 26th, 1984 - 2 - Comment (continued) The current proposal may in fact improve the situation as the applicants have indicated by defining the two uses, i.e. dining and dance lounge uses more clearly. The ideal solution would be for the applicants to acquire or lease additional land on which to provide the required parking. This would resolve not only the current issue but the existing parking problem on the site. In respect to the reduction of the front yard since the existing patio extends to the property line no problems are anticipated in the construction of a fully enclosed building in this location. Region of York -Planning Department -no objections.
