MINUTES OF THE SPECIAL COUNCIL MEETING HELD IN THE BOARD ROOM AT THE
YORK REGION BOARD OF EDUCATION, WEDNESDAY, OCTOBER 27th, 1983 AT 7:30 P.M.
Present Were: Mayor Illingworth and Councillors Richard Barker, Tim Jones, Len
Ostick, Martin Paivio, Earl Stewart, Norm Stewart and John West.
Mayor Illingworth advised that this meeting has been called as a Public Meeting
with respect to the introduction of By-Laws for Moreland, Priestly and Granada (9
lots -Murray Drive) properties and other matters as listed on the Agenda.
Deputy Clerk C. E. Gowan advised that Notices of the Meeting were mai 1 ed on
September 26, 1983, by first class mail, to addresses within 120 metres of the
areas, as shown on the last revised Assessment Roll of the Town of Aurora, to which
the proposed By-Laws would apply and further, the necessary signs were posted on
the various properties according to the rules of procedure under The Planning Act.
Mayor Illingworth advised that any persons who wished further notice of the passage
of the By-Law should sign the forms available before they leave this meeting.
Mayor Illingworth requested PlannerS. Seibert to outline the Moreland re-zoning
request:
Proposal (Moreland)
The applicant owns 2 1/2 lots on Registered Plan 132 having a total frontage on
Ridge Road of 138.2 metres (453.4 feet) and 2.02 ha (approximately 5 acres) in
area. Plan 132 was deemed not to be a Registered Plan for the purposes of The
Planning Act by Township of King. The applicant, therefore, requires consent of
the Land Division Committee to allow him to sell part of his land. He wishes to
sell the most westerly 1 1/2 lots having 82.9 metres (271 feet) of frontage and
1.21 ha (approximately 3 acres) in area of frontage and retain the eastern lot
having 55.3 metres (181.43 feet) a .81 ha (approximately 2 acres) in area.
Current Zoning
By-Law 2213-78 zones the subject lands Rural in conformity with the Official Plan.
The Rural category in the zoning by-law requires a minimum lot area of 10 hectares
(approximately 25 acres) and a lot frontage of 180 metres (590 metres). An
exception is made for a lot legally existing on the date of passing of the By-Law
which may be built on. Since Plan 132 had been deemed not to be a lot for the
purposes of The Planning Act, this section does not apply to the subject lands. It
is, therefore, necessary to amend the By-Law.
Comment
The subject site would be severed to form 2 lots which are compatible in their
dimensions with surrounding lots. The lots would be serviced by individual wells
and sewage disposal systems. No objection has been received from the Public Health
Branch of the Region of York.
Should the amendment be approved, the lots proposed would comply with the (R) Rural
Residential Zone. Since the proposal would be. infilling, it is considered to
conform with the Official Plan of the Town of Aurora.
Mr. Dempsey of Ridge Road stated he was in favour of Mr. Moreland's request.

necessary By-Law for Council's consideration.

Proposal (Priestly)
The applicant owns 40 Machell Avenue, a property which has 90 feet of frontage and
an area of 18,000 square feet. The applicants wish to place a garage which has
been moved from another location on the north side of the property and link the
garage with the existing 1 1/2 storey detached dwelling.
Current Zoning
The entire property is within the flood plain as determined by the South Lake
Simcoe Conservation Authority. It is, therefore, zoned "E.P." Environmental
Protection. The South Lake Simcoe Conservation Authority has issued a permit
allowing the applicants to place the garage as they have proposed provided that two
(2) existing storage sheds are removed from the property. The "E.P." Environmental
Protection Zone does not permit the location of any building or structures.
Comment
The reason that the subject lands have been zoned "E.P." Environmental Protection
is to reflect the flood prone characteristics of the property. Presumably since
they have issued a permit to allow the placing of the garage the South Lake Simcoe
Conservation Authority is satisfied that the garage will not aggravate the
situation.

Mayor Illingworth requested PlannerS. Seibert to outline the Granada re-zoning
application.
Proposal (Granada)
The subject application involves a draft plan of subdivision to the south of
L, __ , Kennedy Street on the west side of Murray Drive having nine (9) detached
residential lots having frontage on Murray Drive and a block to the west and along
Kennedy Street which is flood plain and will, therefore, be developed with the
existing Golf Course, a privately owned block of Open Space. The zoning sought is
to permit lots having 15 metre (50 foot) frontages and 460 square metre (5000
square feet) minimum areas and Open Space zoning on the private Open Space.

Current Zoning
The property is currently zoned in the "H" Holding Zone.
Comment
The proposal is considered to conform with the Official Plan of the Town of
Aurora. The proposed plan of subdivision has been draft approved by the Region of
York. The proposed lots have a minimum frontage of 18 metres (60 feet) and a
minimum area of 607 square metres (approximately 6500 square feet). Favourable
comments have been made by the various government agencies involved in granting
draft approval.

Facilities
Jones: Resolved that the Town of Aurora consents to the Region of York
Ostick: assuming the following waterworks facilities in the Town of Aurora:

(i) the 1.5 million gallon ground storage reservoir
located in Lot 83, Concession 1 W.Y.S., Town of
Aurora, as described in Instrument Number
100324, including the land and all
appurtenances and the right-of-way on Part 2,
Plan 66R-5329;
(ii) the 16" diameter watermain located on Part 2,
Plan 66R-5329 and including that portion of the
16" diameter watermain located on Orchard
Heights Boulevard from the easterly limit of
Part 2, Plan 66R-5329 up to and including the
valve located on the west side of Hill Drive,
including all rights of easement pertaining
thereto; and
(iii) the 12" diameter watermain located on Part 10,
Plan RS400, up to and including the first valve
located on Aurora Heights Drive.
