PRESENT WERE: Mayor E. Buck, Councillors Davis, Jackson, Miller, Roth,
Stewart and Timpe:>n.
Timpson: "Resolved that Notice be Waived for this Special Meeting
Roth: called with less than 48 hours notice."
CARRIED
Mayor Buck distributed a report for the information of Council
regarding the Day Care Centre at Emmanuel United Church.
Timpson:
Roth:
"WHEREAS the Region of York's Health and Social Services
Committee has recommended the closing of the Aurora
Day-Care Centre,
AND WHEREAS the parents of the children using the present
day-care facility in Aurora have unanimously requested
the continuatiot of a Regionally-operated cay-care centre
at a meeting held on November 26th. 19?5, between
themselves and representatives of the Region,
AND WHEREAS there is considerable controversy concerning
the validity of the reasons cited by the Region's Health
and Social Services Committee for such closing,
AND WHEREAS the Council of the Town of Aurora at its
Regular Meeting on December 15th. 19?5, passed the
resolution:
"Resolved that the Regional Committee not take any
action on the closing down of the Aurora Day Care
Centre until the Council of the Town of Aurora is made
aware of the facts and the users have had an opportunity
to appear before the Regional Committee."
AND WHEREAS the aforementioned resolution was not given
due consideration by the Health and Social Services
Committee,
THEREFORE BE IT RESOLVED that the Council of the Town
of Aurora emphatically request of the Council of the
Region of York that no decision regarding the future
of the present regionally-operated 4ay-care centre be
made until the following questions be answered with
satisfactory substantiating documentation to the
satisfaction of the Members of the Council of the Town
of Aurora, the members of the Church Council of
Emmanuel United Church, Aurora, and to the parents of
the children using the present Aurora day-care centre:

a) Why the alleged fire hazards were not noticed and
rectified when the Region first assumed the operation
of a day-care centre?
b) Why the alleged fire hazards were not subsequently
noticed and rectified during the inspections carried
out pursuant to the Day Nurseries Act.
c) Why the alleged public health hazards were not dealt
with at the times referred to in questions a) and b)?
d) Why the alleged public health hazards have not been
submitted to either the Church Council or the users?
e) Why was there no formal or other type of communication
regarding the cost of correcting these alleged
problems pursuant to Report #6 of the Regional Health
and Social Services Committee presented and approved
by the Regional Council on July 4th, 1975?
f) Why were the Council of the Town of Aurora and the
Emmanuel United Church Council never given the
courtesy of being informed of the shortcoming of its
building prior to the Health and Social Services
Committee meeting and making its recommendation to
close the day-care centre on December 18th. 1975?
AND FURTHER BE IT RESOLVED that the Region of York be
requested to prepare an itemized cost analysis to upgrade
the present day-care facilities to provincial standards.
AND FURTHER BE IT RESOLVED that the Clerk-Administrator
be directed to inform the Region of York of the passing
of this motion as soon as possible."
