Henderson: as Mayor of the Town of Aurora has been accepted
by the Council at the meeting held on January 29th,
1973·
AND.WHEREAS, Section 209 (2) of the Municipal Act
provides that if the Office of Mayor is vacant the
Council may by resolution appoint one of its members
'
to act in his place and stead and, while so acting,
such member has and may exercise all the rights, powers
and authority of the head of the council. ·~
AND WHEREAS, an appointment under Section 209 (2)
of the Municipal Act will allow the acting head of
council to take part and represent the Town at the
Region of York, and to.which Aurora is intitled to
have a representative.
NOW THEREFORE BE IT RESOLVED, that Councillor
Evelyn BuCk be named as Interim Acting Mayor."

1. Kennedy Street Re-construction:
As Mr. J. D. Reid could not be in attendance, this discussimn on this

Performance Bond and the work completed:
As the Engineer was not present at this meeting, the discussion was postponed
until the meeting with the Engineer.

3. Ashton ~ Deficiencies:
The Committee considered Mr. Harrington's letter 1-86 pertaining to the
deficiencies. The Committee would recommend that the Building Inspector check
further on these items and outstanding matters by the end of March 1973 and
report to Council as to the findings at that time, and further would recommend
that the Clerk-Administrator send a letter to the people stating that the minor
deficiencies are outside the jurisdiction of the Nation Building Code and the
Aurora Building By-Law but that the Council would endeavour, that if outstanding
items following the end of March 1973 still exist, that a meeting be called
between Wimpey Officials and the Town of Aurora to discuss further.
4.. Herskovits Subdivision:
The Committee discussed letter 1-63 from the Town Solicitor and the request of the
subdivider for a reduced Performance Bond to cover that portion of the sePVices
that are required for the limited building of 53 units in the total area of the
subdivision.
(a) The Committee would recommend that the Performance Bond be provided besed
on the constructionvalue at this time (for the 53 units) of $250,00~00
provided that the entire site be graded as phase I of the work.
(b) The Committee further recommends that the servicing be provided to the
Engineer's satisfaction as required under the Subdivision Agreement for
that portion of the work that must be constructed for the first 53 units
or as far as is necessary to satisfy the Enginee~'s requirements with regard
to other services and roadway.
(c) A Performance Bond based on the total value of estimated construction costs
as stated in the Subdivision A~ement shall be provided, when and, if the
sewage facilities will allow further building in the subdivision lands of

completed and accepted by the Town and the Engineer.
5. Kiwanis Booth lit the Sportsmens Show:
The Committee would recommend that the Town of Aurora obtain a pooth from the
Kiwanis for the Sportsmens Show and the Committee would further recommend that
the Senior Citizens be contacted to see if they would like to staff the booth
for Pro~otion of their programs and perhaps their New Horizons Program. i::

6. Fence Viewer:
The Committee considered the letter from the Town Solicitor 2Q26 and would
recommend that no action be taken in appointing a fence viewer.
7. Jessie Knowles Property
The Committee considered Mr. Bailey's letter dated December 22nd, 1972 which
stated that the Town offer was unacceptable to his client. The Committee, in
consideration of this matter and following receipt of this letter, would
recommend that this file be closed.
8. The Dea Re-Zoning By-Law:
Council had referred this By-Law and the steps of processing, to Council in
Committee to discuss the square footage of surrounding homes in consideration
of this By-Law. The Committee considered correspondence 1-69 report of square
footage of homes in this area and would recommend that the Dea By-Law be brought
forward to the next Council meeting for further consideration at that time.
9. The School of Economic Science:
The Committee considered this correspondence 2-30 and would recommend that ten
sets be obtained at a cost of $30.00 for Council's information~
10. Ontario Good Roads Association -One Day Seminar .for Councillors, Monday,
February 26th, 1973. ·
The Committee considered this correspondence 1-64 and would recommend that any
Councillor who wishes to attend or Town Superintendent, be authorized to attend
and the normal expenses be allowed.
11. Collis Leather-Sewage Charges:
The Committee considered letter 1-74 from Collis Leather and would recommend that
Council in Committee meet with Collis Leather at the first opportunity to discuss
the matter further.
12. Mundialization:
The Committe,· discussed this letter 24-62 and would be willing to discuss this
matter further if a citizen's committee in the Town were interested in such a
project,
13, Solandt Commission:
The Committee considered correspondence 24-66 and recommend that this be accepted
as information.

14. Task Force on Policing in Ontario
The Committee would recommend that this correspondence 24-72 be referred to the
Public Safety Committee for further study and preparation of a brief if considereG.
advisable.
15. Off-Street Parking -West Side of Yonge Street and the communication 24-82
from Mr. T. McPherson
Tl1e Committee considered this matter and all~levant correspondence and petition
regarding this area r.nd would recommend that a meeting be held of Council in
Committee and the merchants concerned to be scheduled for Monday, February
12th, 1973, at 8:30 P.M.
16. York County Hospital Report -Len Rosenberg:
Council in Committee further considered the report of Mr. Rosenberg and would
recommend acceptance of the report and are awaiting further information
pertaining to the York County Hospital.
17. Vacancies on Boards and Committee Appointments:
The Committee considered this matter and would recommend that a suitable
advertisement be placed in the Aurora Banner and Newmarket Era advising citi§ens
that appointments are going to b~ considered for the vacancies existing on
various Town Boards and Committees, and advising that applications can be made
by citizens to the Council to serve on such positions. Applications are to be
completed and turned in to the Town office no later that the end of February
1W3• .
18. Creek-Bank Stabilization -Property Owners on the Eas side of Tannery Creek
The Clerk-Administrator reported further on the property ownerships and would
advise that Mr. Orsi has offered to exchange the land area at the creek for an
equal amount of land to be taken from his park land dedication in a proposed
housing subdivision on the east side of Yonge Street, known as File T-19914·.
19. Lay-out of proposed Works Building
The Committee considered correspondence 3-8 received from the Engineer and wotlid
advise that this matter has been referred to Works Committe" for study and report

The Clerk-Administrator advised the Committee that this matter has been
satisfactorily resolved by agreement with Mr. Shaw of the Aurora Highlands Golf
Club to honour the original agreement pertaining to the payment of $150,00 per
year from the time they started using the facilities in 1963. Mr. Shaw further
wiShes to meet with Council in Committee to discuss the future of the well site.

The Committee met with Mr. Don Glass, agent for the owner, and as per the conte;.;
of a letter from the Town Solicitor, Mr. R. Thomson, it is recommended to CounciJ
that the parcels need not be re-zoned, as a condition of severance, and further
,recommended that the Town of Aurora not oppose this severance.
2. Committee of Adjustment -Severance B38 Pt. Lot 85 Con. 1.
The Survey as requested by letter dated September 22nd, 1972, from the Building
Department, does not clearly outline all the property owned by the applicant,
and is confusing as related to the requested severance. The Committee recommends.
therefore, that the owner Mrs. Lilli~ Hamilton attend a future Planning and
Development Committee Meeting to explain fully this application.
3. Canadian Legion Building -Industry Road,
As an amendment to the Town of Aurora Official Plan is required to permit this
type of building in an Industrial Zone, Mr. G. Brush distributed a sample of
said amendment to the members of the Committee for information.
4. Seminars,
(a) The Committee recommends the Building Inspector attend a two-week seminar
at the Area Services Branch on planning matters, that appear at the local level
and could be dealt with locally.
(b) The Committee recommends that Council ask Mr. Murray Pound, Planning
Commissioner to initiate a seminar for Councillors.
5. Matjon Subdivision:
The Committee recommends that the Area Services Branch be asked to prepare a
Technical Report on the "Draft Plan."

2. Letter from group of young people in Aurora re Artist. 1 s Workshop
The Committee recommends that as this would cost in excess of $15,000.00 annually
it should be a council decision as to whether or not this is feasible.
3. Mayor's memo re July 1st Celebrations
The Committee wishes to inform Council that this is a Town function underthe joint
chairmanship of Councillors ~immons and Stewart and as such are not budgeted
for under Parks & Recreation.
4. Summer Band Concerts
The mayor's memo was read asking for a possible review of this project; the
Committee unanimously recommends that the band concerts should be continued and
budgeted for.

5. Sound System
The question of the purchase of a sound system came up and the Committee recommends
to Council that a sound system be purchased suitable for use at band concerts,
July 1st. Celebrations, Ole Fashion Nite, etc. andfuat it be budgeted for by
the Aurora Parks & Recreation Committee.
6. Appreciation Night
The Committee rocommends that this annual event be held again and a further report
will be submitted when the date is finalized.
