CARRIED REPORTS OF COMMITTEES Planning and Development Committee Rsport No. 151 Councillor Harris presented a report of the Planning and Development Committee in which the Committee respectfully submitted the following: A meeting of the Planning and Development Committee was held on Tuesday, ·January 18~, 1972 at 8:00 P.M. The Committee recommends that a letter be sent to the Minister of Municipal Affairs requesting consideration of the Official Plan Amendment Number 1 in two parts, for the estate type lots on part of lot 14, concession 111, former Township of Whitchurch (Westview Estates) and lots 71 and 72, concession 1, former Township of Whitchurch (Matjon Subdivision), if this would assist in obtaining approval of the Official Plan Amendment as it pertains to the Westview Estates Subdivision. 3. Letter 2-6 Region of York, Clerks Office Letter 2-6 advises of the enacting by the Region of By-Law No. L.1.-1-71-48 being a By-law to provide for Plumbing Inspections, and is for information. 4. Letter 2-31. Committee of Adjustment re: Submission B-52 The Canadian Legion has applied to the Committee of Adjustment for the severance of a five acre parcel on Industry Street North, just north of the limits of the existing road allowance. The Committee recommends that the Committee of Adjustment be requested to impose the following conditions, if the application for severance is approved, in addition to any conditions that they may impose: (a) That an 86 foot road allowance be dedicated for the full frontage of t~e parcel of land to be severed for the Canadian Legion. (b) (o} (d) 5. That one foot reserves be deeded to the Town of Aurora on the northerly and westerly limits of the extended road allowance. That, as the Town Engineer prepared engineering drawings in 1969 for the extension of Industry Street, North, the location of the road allowance to be dedicated in the application for severance be provided as shown on a plan of survey prepared by C.W. Lloyd, O.L.s., dated July 4~, 1969 and attached to this report. The Committee further recommends that the Council consider the extent that the watermain, sanitary sewer main and roadway should be extended along the frontage of the parcel to be severed and the conditions required for the installation of hydro, telephone and street lighting. A report will be made at a later date, after we have had a demonstration by other companies, 2. The Committee and Councillor Davis h~ld a further meeting at 8:00 p.m. in the Council Chambers to discuss ways and means of controlling Snowmobiles, Mr Les Jones was also. present at this meeting, at our invitation, Mr. Jones offe.red his services as a By-law l.hforcement Officer to police the Snowmobile By-law, After quite a lengthy discussion, Mr, Jones was thanked for attending and offering his services and he then left, After further discussion, the Committee reached the following conclusions: (a) It would not be fair to Mr, Jones to ask him to ooltribute so much of his time and effort as would be required in order to do an efficient job, (b) A letter should be sent to Chief Crawford requesting that an officer be detailed to Aurora at specific times to enforce our By-law and informing him that a Snowmobile would be made available to the Officer, (c) The Committee recommends to Council that a By-law Enforcement Officer should be advertized for to enforce all By-Laws except those pertaining to building, Williamson: Miller: "Resolved that Public Safety Committee Report No, 153 dated January, 1972, be discussed item by item and accepted," CARRIED l_ SPECIAL MEETING -6-JANUARY 31st, 1972 REPORTS OF COMMI'l'l'EES CONT'D Parks and Recreation Committee Report No, 154 Councillor Stewart presented a report of the Parks and Recreation Committee in which the Committee respectfully submitted the Dllowing: A meeting of the Parks & Recreation Committee was held on Tuesday, January 24, 1972 in the Board Ecom of the Community Centre. Present were: Councillors; N, Stewart, P, Miller, W, Trent, Members: M, Dawson F, Caruso, B. Crump, B, Blick, Parks Foreman N, Weller, Community Centre Manager E, Batson, 1, The Committee recommends that Mr. E~ Batson be authorized to purchase material and erect work tables for the Model Building Classes, up to a maximum cost of ~100,00, 2, The Committee recommends that when the Town Works Department relocates that the present site be turned over to the Parks & Recreation, the building demolished and that they be allowed to salvage any useable materials from the building. 3• That Mr. Batson be authorized to have printed 6,000 brochures which woUld cover complete recreation activities, including all service clubs, places and times of meetings, at an approximate cost of ~220.00, Clauses 1 to 3 Inclusive Carried if-i:ewart: Miller: "Resolved that Report #154 of the Parks & Recreation Committee be discussed item by item and accepted and that the Seal of the Corporation be attached hereto." (e) The vehicles Blvd. Society has approached Mr. Robert Case on his property at the corner of Yonge and received approval to park Street and Orchard Heights (d) The Society requested permission to use the Community Centre Parking Lot and to charge a parking fee. (e) The Society requested that either the roadway in Machell Memorial Park, along the creek, be improved in compaction or alternatively •·consideration be given for access from Yonge Street, to the property east of the creek. The Committee recommends that a study be made of the alternatives by the Parks and Recreation Committee and recommend to Council. 2. The Committee met with Mrs. B. Sorley, Mrs. M. Dawson, F. Caruso, .w. Crump, R. Blick, L. Keilifer of the Parks and Recreation Committee, and E. Batson. (a) Proposed Rate Schedule 1972-73 -Aurora Community Centre The proposed rate schedule for 1972-73 was discussed thoroughly an~ the Committee recommends that the schedule be approved as prepared by the Commit~~e. ,. (b) Recreation Director The position of Recreation Director was discussed. The Committee recommends that advertisements be placed in the Municipal World Recreation Canada, and other appropriate papers, for a Recreational CowQr~inator with the stress on experience and personality and that a certifi~ate is not necessarily required.
