MINUTES OF A SPECIAL MEETING OF COUNCIL HELD IN TilE COUNCIL CHAMBERS ON
MONDAY, MAY 31, 1971 AT 8:00P.M.
PRESENT: Mayor R. A. Illingworth, Councillors Davis, Harris, Henderson,
Miller, SiDIIIOns, Stewart, Trent and Williamson. /'
Mayor Illingworth presented a pen set with his Police Badge mounted on it to
William Langman, former Chief of Police. Each of the members of Council then
presented pen sets to the former Aurora Police Officers who could attend.
Councillor Stewart rose on a point of privilege to protest a statement made in the
Mayor's Report in a recent issue of the local paper.

1 Be it resolved that:
(1) A letter to DelZotto advising that due to restrictions placed
by OWRC on future development until such times as the capacity
of the sewage plant is increased, ~1e are unable to permit
further growth at this time. However, due to prior commitcmntc
to the School Board, it is necessary to proceed as soon as
possible with at least the first phase of the road and service
program. It is therefore requested that they dedicate the
33 foot road allowance as previously agreed, and advise if they
wish to participate in the construction of the roadway the full
length of their property at this time or only the first phase
(approx. 500-600 feet south of Wellington Street). Based on
their reply, we should be able to determine as to whether we
need a one foot reserve or nota
(2) A letter to the School Board requesting that. they dedicate the
53 foot road allowance as previously agreed for the length of the
school board property. Thirty three feet of such land is to be a
straight dedication and credit is to be allowed on the remaining
20 feet, based on an appraisal of the land by the Region of York
Property Department.
(".) A letter to the Region of York requesting that arrangements be
made with the Property Department to appraise the value of the
20 foot strip as outlined in para. 2.

FIRE DEPARTMENT TANK TRUCK -REPORT NO. 61
Councillor R. Simmons, Vice-Chairman, and C. H. Duncan, Deputy-Clerk opened the
tenders for the supply of Water Tank Truck for the Fire Department on Friday,
May 28, 1971 at 10:30 a.m.
Tenders were received from four truck dealers for the supply of a 27,500 G.V.V1.
cab and chassis and from four companies for the supply and installation of a
1,200 gallon tank.
The truck dealers were requested to submit tenders on Part "A", the supply of a
cab and chassis only, and were also permitted to submit tenders on Part "C",
for the supply of a complete unit. The truck body suppliers were requested to
tender on Part "B" for the supply and installation of a 1,200 gallon tank only,
and also could tender on Part "C".

J:lanning & Development Committee Report No. 59
A meeting of the Planning and Development Committee was held on Tuesday, May 18,
1971 at 8:00 P.M.
Present were: Councillor I. Harris, Councillor W. Trent, Mayor R. A. Illingworth
and C. H. Duncan.
1. Meeting with Mr. M. Felcher: Mr. Felcher discussed with the Committee the
possible commercial development of his property at 82 Yonge Street North. The
Committee advised Mr. Felcher to prepare a development proposal for his property
and submit the proposal to the Council.
2. Cherry Subdivi~: The Committee met with Mr. Don Ennis of Wimpey Homes
Limited to discuss variouo matters pertaining to the Subdivision and draft Sub-
divi9bn Agreemento
The Committee recommends that the attached proposed schedules for engineering
and construction be referred to the engineer for study.
The Committee discussed the proposed additional lot requested by Wimpey Homes Ltd.
and the following information was determined:
Five percent parkland dedication would be 1.772 acres
Block "A" (parklands) on draft plan is 5.89% -2.087 acres
Block "A", if additional lot allowed would be reduced to 5.48% -1. 9l>3 acres.
The Committee recommends that the above information be made available to the
Council in Committee when the proposed additional lot is considered.
3. Old Park Holdings: The Committee met with Mr. Dennis Bo,~an, architect, and
Mr. Ron Higgins, consulting engineer, to discuss the proposed plan of subdivision
of the lands on the south side of vlellington Street East.
The Committee recommends that the concept of the proposed subdivision of one acre
estate lots, with Block "A" for future multiple family development subject to
site plan control, be approved in principle subject to the capability of servicing
the subdivision with watermains and that the proposed plan be referred to the
Regional Planning Office for comments.
The Committee further recommends that J. D. Reid and Associates Ltd. be requested
submit a report on the feasibility of servicing this subdivismon with watermain
connected into the water distribution system.

shown on the original draft plan of subdivision. The Committee expresses a hope
that the owner will donate the one useable building to the Town to be a Parks
Pavillion instead of having .it demolis!led, as stated in the origl,nal draft plan.
The Committee recommends that a corrected draft plan, as suggested in this report,
be submitted to Council at which time the quest.ionnaire '<ill bE> completed.
5. Letter 2-29, C_!:_!:.L£L.Kitchener, Development Submiss.ions: The Committee discussed
the requirements of the City of Kitchener for developers to submit a written brief
at the time of their initial presentation of development proposals. The Kitchener
requirements, for which a developer must submit a report in detail a.re in part as
follows: (a) In.troduction (b) General Description (c) Road Pattern (d) The
Concept (e) Site Development (f) Land-Use Pattern (g) Statistical Analysis (h)
Utilities and Engineer and (i) Phasing of Development.
The Committee recommends that a similar report format as used by Kitchener be
adopted by Council as a requirement for development proposals.
6. Rezoning and Official Plan Amendment Applica.tions: The :Committee is studying a
fee schedule for applications for amendments to the Official Plan and Zoning By-law.
A further report will be submitted.
7. Report No. 17, Clause 5: Report Number 17, .Clause 5, was referred back to the
Committee for further study. The Committee has considered this clause further and
recommends that, in view of the recent letter from the Ontario Water Resources
Commission on sewage treatment capacity, .the recent proposed plans of subdivision
requiring sanitary sewers be deemed premature until plans for the expansion of the
se>mge treatment facill.ties are prepared and cqnsidered and that the follouing
developer be so advised:

requeot of York County Board of Education to withhold approval of the Regency Drive

The Committee recommends that no action shall be tak.en on this request and that the
York County Board of Education be so advised.

Councillor Davis presented a report of the Public Works Committee in which the
Committee respectfully submitted the following:

following items were discussed:
lo Reference Item 12 of Parks & Recreation Report #51 -as approved by Council
dated May 3, 1971 re Easements in Parkso The Committee will visit the varioue
easemente on Thursday, June 3, 1971 at 7:30 PoM. and will submit a report and
recommendation to Council at a subsequent meeting.
2. Lawmower for PoCoCo - A request has been received through the Town Superintendent
for a new lawnmower for the PoCoCo
As the present lawnmower was purchased within the past two or three years, it is
recommended that the Town Superintendent arrange for the mechanic to examine the
mower andsubmit a report to the Committee for consideration, and recommendation to
Councilo
3. Damage to PoCoC. Truck -Until such time as a report from the Insurance Company
is available, the Committee is unable to make recommendations as to the action that
should be taken to repair or replace the PoC.Co trucko
In the interval, it is recommended:
(a) That the Town Superintendent be authorized to rent a vehicle for immediate use
at a rate not to exceed $7o50 per loado
(b) That the Town Superintendent investigate and report on the feasibility of
transferring the tank to a Works Department vehicleo

(a) It is recommended that the Engineer be instructed to submit a complete report
to Council so that the OWRC may be advised as requested in their letter of March 30,

Aluminum Company of Canada regarding ways and means to reduce the volume of water
being used and being processed by the PoCoCo This information was requested by a

about the condition of the roadways in the subdivision areas and the resultant debris
and dirt that is being carried into the storm sewerso The worst areas at the

as to ways and means that action may be taken to ensure that storm and sanitary
sewers are adequately inspected prior to acceptance by the Towno

recommended that the Department of Highways and/or the Engineer be requested to
carry out tests in the Hammond and Navan Drive areas to determine the cause of the
large longitudinal cracks in the roadway and submit a report to Council as soon as
possible, and that the performance bond is not to be released until all workman-
shij:r is carried out in accordance to the specificationso
lOo Letter 9-109 from the. Deputy Clerk re pavement markings -Arrangements were
made with the Region of York to paint the pavement markings on Town Roadso TI1e
costs of such work have not yet been received, so that comparative costs with
previous years is not possible, however it is believed that with the method of
spraying the pavement markings will last longer than previouslyo
However, arrangements could not be made for the Regional equipment to paint the
pavement markings in the Community Centre and other Town parking lots, so that
other arrangements are requiredo

damage caused to this road by construction equipment, it is recommended that the
Town Superintendent prepare a statement of time and material for repairs to the
road and that the Treasurer be authorized to take whatever steps may be necessary
to collect this amount from the contractor.
32. Letter 9-10 from J. D. Reid re Sodium Silicate Treatment -It is recommended
that the Town Engineer submit a~;mplete report based on the technical information

33. Concrete pads for Park Benches on Yonge Street. This matter has been under
consideration for a period of time but no action taken, although authorized by
a previous Council.
It is recommended that the Purchasing Agent purchase concrete slabs as a base for
6 park benches on Yonge Street as a trial and that the Works Committee submit a
further report and recommendations after installation.

1. Repairs & Maintenance
The Committee recommends that the repairing of the sidewalk adjacent to the
Community Centre Building be undertaken by Town Employees and further that the

2. Equipment for Community Cent~
(a) The Committee requests approval for the rental of one hot dog machine being
rented from the Canadian Restaurant Machine at a fee of $1.00 per day, we "auld
also request the approval of an initial payment of $100.00 this payment ~rould be
for the first month and the last two months of rental.
(b) The Committee also requests that the Purchasing Agent be asked to purchase a
freezer at an approximate cost of $180.00. This freezer is now very necessary as
ice has to be purchased. from Bradford and has to be stored.
3. Ontario Parks Association Convention
This Convention will be held from August 11th. to14th, 1971 at the Holiday Inn in
Windsor, Ontario. Council is requested to authorize Mr. N. Weller to attend this
Convention and that the normal expenses be allowed.
4. Senior Citizen Week
The Committee respectfully requests a grant of $25.00 be granted toward recogn-
ition of Senior Citizens for the evening of June 23rd. when a tea will be held in
the Aurora Library to celebrate Senior Citizen Week.
5. Ladj.es Softball
Mr. B. Young, Recreation Director, reported that he and Mrs. Carlson had formed four
teams of Ladies Softball at a registration fee of $3.00 per player. Mr. Young
requested the purchase of eight balls and eight bats for equipment for these teams.
The Committee would request that permission be given for these purchases.
6. Tennis Cour:cs
The Committee requests that Tennis Courts be established in Confederation Park under
the direction of B. Young and N. Weller at a cost not to exceed $100.00.

The Recreation· ·Direcdor suggested that patching, re-painting, scrubbing and cleaning
the pool should be completed for pool requirements this year. Sand blasting is
to be left for next year. The building at the pool will need painting outside
and the floor .refinished with a sand based paint to prevent non-skidding. It
Has suggeF.ted that pool employees do the labour at a cost not to exceed $1,000.00
including wages.
8. Tree Planting
Mr. N. Weller, Parks Foreman stated that trees are being planted on Town property,
outside Sisman Shoes Ltd. and stated they had agreed to pay a cost of $5.00 per
tree; the Committee would respectfully request authorization be oade that a number
of trees from Town Property be placed at Sismans at a cost of $5.00 each.
9. Letter from Lions Club
A letter was read from Aurora Lions Club which stated the request to have the park
adjoining the swimming pool named Lions Park had been accepted.

Mayor Illingworth presented a report in which he respectfully submitted the
following:
:::he York County Board of Education invited all members of the Region of York Council
and all members of the local municipalities to attend a Budget meeting on
HGdnesday, May 19, 1971 at 8:00P.M.
Aurora was represented by Mayor Illingworth, Councillor Harris and Councillor Trent.
Some items of information presented by_the Board are as follows:
1. An increase in the elementary school system from 28,38£, in 1970 to 28,l>92 in
1971 or 108 students over 87 schools.
2. An increase in the secondary school system from 13,685 in 1970 to 14,633 in 197~
or 9l>8 students over 14 schools.
3, The total revenue required for 1971 is $36,884,611.00 as compared to $3f:.,l80,8l>3
in 1970. The municipal taxes share (48.77.) of the revenue has decreased from
$17,968,249.00 to $17,961,112.00 while the Provincial grant (50.6'7.) increased
from $15,960,979.00 .to $18,672,499,00.

6. The arbitrated surplus to Aurora from the Aurora Public School Board is
$79,067.00. The arbitrated surplus from the Aurora and District High School Board
is $1791.00. The total of $80,858.00 will be deducted from this year's requisition.
7. Municipalities who had an arbitrated deficit will be required to make a token
payment of 15% of the deficit, and the balance will be written-off by the
Province over a 3 year period.
8. While it is realized that the setting of a mill rate is the responsibility
of the local Council, the School Board have estimated mill rates for comparison
purposes. The estimated mill rate for Aurora for 1971 and comparison with 1970
