Planning and Development Committee Report No. 129
Councillor Harris presented a report of the Planning and Development
Committee in which the Committee respectfully submitted the following
A meeting of the Planning and Development Committee was held on
Wednesday, November 17th, 1971 at 8:00 p.m.
Present were: Councillors I. Harris, W. Trent, E.J. Henderson

1. Mike .. Felcher-. Proposed Hotel

The Committee met with Mr. Felcher to briefly discuss the status of
his proposed hotel,
The Area Services Branch will be s.ubmitting a technical report in
the near future.
2. Wimpey Homes Ltd
The Committee met with Mr. Don Ennis to discuss various matters
concerning developments by Wimpey Homes Ltd.
(a) Senior Citizen Apartments
The Committee recommends that a letter be sent to the Ontario Water
Resources Commission requesting that, as the Town of Aurora
requested Ontario Housing Corporation to construct an additional
sixty senior citizens units, the proposed senior citizen apartment
on Block "M", Plan "1310", be exempted from the 750 persons
restriction imposed by theO.W.R.C. on the sewage capacity.
(b) Town Housing, Block "M"
Mr. Ennis submitted a slightly revised site plan for the proposed
Town Housing project and the Area Services Branch will review anu

comment on the plans.
(c) Ashton Dene Subdivision (Cherry)
The Committee recommends a telephone o~ll, followed by a letter, to Mr. Kennedy
Chairman of the Ontario Municipal Board, requesting a Hearing date on the
.Zoning By-Law Amendment for this subdivision.
3. Zoning By-La~.
The Committee considered the letters from Mr. c. Dowson, R.V. Anderson Associates
Ltd., regarding the requested rezoning of the lands to permit apartments for
Brookland Court by Robert Case and Associates and by ~. Crowe.
The Committee also considered the letter from Mr. G. Brush on the comments of Mr"
T. Oakes, Regional Solicitor, advising that a registration on title, as requested
by Mr. Dowson, would not be binding on a subsequent owner and that no rezonings
should take place in Aurora until adequate sewage treatment capacity is
available.
The Committee recommends that a copy of the letter from Mr. Brush be forwarded to
Mr. Dawson. The Committee wishes to advise that both of these proposals are
still unde~ consideration by the Area Services Branch and that technical reports
will be forthcoming.
4. Build:i,ng Departmegt
The Committee discussed various matters with Mr. Harrington on improving the
administration of the Department.
The Committee recommends the following:
(a) that a ne1~ comprehensive sign by-law be prepared.
(b) that the revised building permit fee schedule, prepared by the Building
Inspector, be approved, and the necessary By-law be prepared.
(c) that the new building permit application form be approved.
(d) that the new building permit be approved.
(e) that a new Polariod Camera be purchased for the Building Department at a
cost not to exceed $75.00.
5. Orsi Office Building
The Committee recommends that the Town Solicitor be requested to study the
legality of enforming the erection of hoarding, ·and applying the cost to the
taxes of the property for erecting hoarding by the Town if the owner refuses
to erect the required hoarding.
6. Private S1~imming Pool Regulations
The Committee recommends .that the requirements and regulations for swimming
poois be included in the new zoning by-law being prepared by the Area Services
Branch.

Parks and Recreation Committee Report No. 131
Councillor Stewart preser.t•d a report of the Parks and Recreation Committee
in which the Committee respectfully submitted the following:
A meeting of the Parks & Recreation Committee was held on Tuesday, November 16~
and Tuesday, November 23, 1971 at 8:00 P.M.
Present were: Councillors Stewart, Miller & Trent; Members M. Dawson, B. Sorely,

1. Lease Renewal of Auditorium -Provincial Traffic Court
At the present time the rental fee is $6,000.00 annually and in view of the add-
itional costs incurred by the Community Centre during the pressnt year, the
Committee recommends to Council that this fee be increased to $7 1 000.00 annuallyo
2. Golf Glen Park
The Committee recommends that the park presently unofficially known as Golf Glen
Park be officially designated by this name and the parks foreman be so advisedo
3. School Property -Rear of Golf Glen
The Committee recommends that Council send a le'l;ter to the York County Board of
Education lillking permission to use this school property as parkland until such
time as it is required by the school for their own use. The parks department
would maintain this area during thi~> period.

4. Tree Planting
The Committee suggests that a by-law should be implemented stating what type
of trees should be planted throughout the ~own on Town property and suggests
that the following trees should be excluded:
Poplars, Silver Maple, Manitoba Maple, Willows and Chinese Elm
These trees are fast growing and create expensive maintenance probaems above and
below ground. ·
5. Recreation Director
The Committee recommends that it is desirable to again hi~e a Certificated
Recreation Director and that an advertisement should be placed in appropriate
papers and trade magazines.
6. Stora~e Cubicles in Community Centre
The Committee recommends the building of cubicles in Storage Room #5 at the
Community Centre for storage of various Recreation Equipment and thatthe cost
should not exceed $200.00.
7. Appoini;,_~.!L!:!embe.E.!l.
The Committee would respectfully bring to Council's attention that the term of
office for the appointed members of the Parks & Recreation Committee expires
December 31, 1971. To facilitate planning of next years programmes wewculd ask
the Council to give this matter their urgent attention. To assist Council in
their decision, the Chairman has asked all present appointees to statQ by next
Parks & Recreation Committee meeting if they would be available to serve on this
committee again, if so requested.
8, Santa Claus Parade
The Committee recommends that a letter of congratulations be sent to Chairman
K. Fines and all members of his Committee.expressing our appreciation for a most
successful Santa Claus Parade held ori November 20!!!1 1971.

The Committee recommends that the Region of York be advised that the Council
concurs with the assuming of Bayview Avenue and the Third Concession by the Region
along with the maintena_nce of these roads as soon as possible•
The Committee authorized the Clerk to advise the Region of York of this

The Committee recommends that, as a policy, all proposals for condominium
developments be considered on the merits of each proposal. The Committee
further recommends that the level of standards of quality and design be
comparable with those stan~rds required in new subdivisions and in the interest

3. Low Rental Housing
(a) The Committee studied family unit proposals and recommend as a policy, that
low rental family units, where children are involved would be preferably
accomodated in low rental houses rather than in low rental apartments.
(b) The Committee discussed the proposal by Mrs. Herskovits on the Mill Street
apartment site, but would recommend that low rental apartments be deemed
premature at this time and that no action be taken.
4. Flood Pla}n Mapping
(a) The Committee recommends that a meeting with the Conservation Authority be
arranged for a Saturday to tour the flood plain areas of the Town.
(b) The Committee recommends that, after the above meeting and tour, a public
meeting with the property owners affected be arranged.
5. Phinnemore Property
The Committee recommends that Mr. Phinnemore be advised that until a study is
completed of the he~dwaters, the Town is not prepared to consider rezoning,
severance, or development for building purposes on his lands and that the Clerk
advise Mr. Phinnemore by letter.
