MINUTES OF A SPECIAL MEm'ING OF COUNCIL HELD IN THE COUNCIL CHAMBERS ON
MONDAY, SEP'J:'E!1BER 13th, 19'71 AT 8:00 P.M.

K. B. Rodger, Clerk, called the meeting to order and asked that in the Mayor's
absence for the Council to appoint a Chairman.

Mr. Merkur stated that he desired to replace the Aurora Shopping Cen1!i'e sign
and requested permission to place a new sign approximately eight feet wide
and six feet high on a pylon approximately five feet high on the day-lighting
triangle at the corner of Yonge Street and Murray Drive. Mr. Merkur felt
that the new sign would assist north bound drivers to alert them that the
entrance to the Shopping Centre is off of Murray Drive.

"Resolved that authorization be given to a plaza entrance sign
six feet by eight feet on a minimum five foot high pylon to be
located on the Town Day-lighting triangle at Murray Drive and
Yonge Street South and that should an agreement be recommended
by the Solicitor, that the same is hereby authorized to permit
such sign."

Public Safety Committee Report No. 79
Councillor Williamson presented a report of the Public Safety Committee in which
the Committee respectfully submitted the following.
A meeting of the Public Safety Committee was held on Saturday, June 26th, 1971
at 11:00 a.m. with the following in attendance. Councillor Williamson -
Chairman, Councillor Miller -Member, Mayor Illingworth and Constable Ted
McClenny of the York Region Police.
A tour of the new parts of the town and some of the older section was made and
the following recommendations are presented for Council's approval.
1. Signs be posted at the entrances to Town "Speed limit 30 m.p.h.· unless
otherwise posted~
;.. Corner of Banff and Devins. "Yield"signs on Devins to be changed to "Stop."
}. Corner of Aurora Heights Drive and Laurentide. A "Stop" sign is missing
and should be replaced.
4. Corner of Aurora Heights Drive and Tecumseh. "Yield" sign on Tecumseh should
be "Stop".
5• Corner of Boulding and Navan Cres. "Stop" sign shoUld be erected on Navnn
Cr.
6. Corner of McDonald and Bell Drive. "Stop" sign should be erected on Bell Di-.

7. Corner of McDonald and Wellington St. -Post boxes on West side must be
rr.oved 25 feet North or West from present location so they do not obstruct
drivers view, in co-operation with Public Safety Committee.
8, Wellington St. W. "30 m.p.h." sign should be placed just west of the entrance
to the Lutheran Church (on both sides of Wellington) and 11 40 m.p.h." sign
should be placed just east of Bathurst St. on the south side and "50 m.p.h."
on the north side.(Recommendation to Region.)
9. 11 40 m.p.h." signs should be posted on Bathurst St, from St. John's sideroad
to C,F.R.B. sideroad. (Recommendation to Region.)
10, Corner Subway sideroad and Bathurst. "Stop" sign on sideroad should be
lowered, moved further el'!,st md closer to the road. An advance warning "Stop"
sign should be located at top of the hill.
11. C.F.R.B. sideroad near Bathurst -an advance warping "Stop" sign sho\Ud
be erected, (Recommendation to Region.)
12. 11 40 m.p.h." signs should be posted on C.F.R.B. sideroad, (Recommendation
to Region.)
13. Recommend to Blue Hills Academy that a "Stop" sign be erected at entrance to
C.F.R.B. sideroad.
14, Corner Bayview and C.F.R.B. sideroad - 4 way "Stop" signs together with
proper advance warning signs be erected. (Recommend to Richmond Hill 2 Region.)
15. Leslie St, and C.F.R.B. sideroad -high bank on N. W• corner should be cut
back to improve visihility.
16, Recommend to owner of "Fox Hill" tliat a "Stop" sign be erected where driveway
enters Leslie St.
17. "Reduce Speed" sign be erl'cted south of sharp bend to face North bound traf;fic
(this would be north o;f "Fox Hill",)
18. Leslie and Subway sideroad. "Yield" sign on Subway sideroad be changed to
"Stop".
19, "Hidden Intersection" sign be erected :on east side of Leslie, south of Subway
sideroad,
20, 2 way "Stop" sign be erected where Leslie and Subway sideroad coming from
the east meet, One sign on the Subway sideroad and the other on Leslie on the
S.E. corner.

22. Red "Advance Warning" signs be erected on Leslie St., 500ft. from

23. The bank of N.W. corner of Leslie St. and St. John's sideroad be cut back
to improve visibility. Change "Yield" signs on St. John's sideroad to "Stop".
24, Post "50 m.p.h." signs on Leslie St.
25. "Hidden Entrance" signs be erected East and West of entrance to "South Downs".
26. Corner of St. John's sideroad and Bayview. "Yield" signs on St. Jo:ijn's
Sideroad, east md west of Bayview, should be changed to "Stop" and proper
advance warning signs erected. Bank on S.E. corner should be cut back to improve
visibility,
27. "Conceal.ed Intersection" signs shol,Ud be erected on Bayview both north md
south of St. John's sideroad,
28. Standard R.R. crossing signs should be erected on St. John's sideroad.
29. Advance Warning "Stop" sign should be erected on St. John's sideroad, east
of Yonge St, ·
30, "Hidden Intersection" signs be erected on St. John's sideroad both east and · -·-,
west of Old Yonge St.
31, "50 m.p.h." signs be posted on St. John's sideroad,
32. "Caution -Truck Entrance" sign should be erected on Old Yonge St. near
Cut-Up Chicken .and a "Sharp Curve" sign should also be erected,
33. Legality of "30 m.p.h." signs on Old Yonge St. should be checked,
34. "Stop" sign should be erected on Golf Drive where it enters Yonge St.
35. Recommend to Aurora Highlands Golf Club that a "Stop" sign be erected where
their driveway enters onto Yonge Street.
36. "30 m.p.h." signs on Yonge St. north (west side) be moved to just north of
St. Andrews College and the "40 m.p.h." sign on same side, be moved to St. John's
sideroad and advance watning signs be moved accordingly, (Recommendation to
Dept. of Transportation etc.)

Centre St. and placed inside sidewalk.
43. 11No Parking Here to Corner" sign should be erected on Catherine Avenue near
corner of Yonge St,
44. "Yield" sign on Edward St. south of Dunning (at Bowling Alley) should be
changed to "Stop".
45. Advance warning "Stop" signs should be erected on Subway sideroad both east
and west of Bayview Avenue,
46. Advance warning "Stop" sign should be erected on Subway sideroad immediately
east of Jaok Chapmans 1 ,
47. "Caution -Truck Entrance" sign should be erected on Bayview Avenue, north
a:nd south of entrance to Municipal Dump,

49. Many streets have the street names on the same post as the "Stop" signs. This
is illegal and all street names shoUld be on a separate post on the opposite
side of the street. (Delet9d.)
50. All regulatory signs should be the standard type and "Stop" and "Advance
Warning Stop" signs should be red,

The Clerk w~s requested to check on the possibility of a franchise vote in
conjunction with the forthcoming Provincial elections and to arrange the
