Committee respectfully submitted the following:
A meeting of Council in Committee was held at 7:15 PoMo on Monday, June 7, 1971,
All members present with the exception of Councillor Hendersono The following
items were discussed:
L Letter 11-107 from 1:," Merkur & Sons Ltdo regarding Traffic Control and Parkins
Layouto The Committee discussed the proposed plan and were in general agreement,
with the provision that some improvement should be taken to improve the visibility
at the ramp, the area should be properly signed and that parking for the Bremor' G
Warehouse be considered at the same time as the Billings Well Property"

The following items were discussed:
1. ~ Bowling Greens Fence
Letter from the Lawn Bowling Club Re: Fence -The Committee considered this matter
and have approved it in principle subject to written confirmation from the Lawn
Bowling Club and details of fence to be to Town specifications for comparative
pricing.
2. Parks & Recreation Committee appointments
The Committee recommend the appointment of Mrs. Sorley and Mr. Crump, the matter
to be proceeded with by consideration of a resolution, at the Council meeting of
May 31st, 1971. ·
3. Lot Alterations -Cherry Subdivision
The Committee considered this matter arid approve in principle the lot lay-out sub-
mitted subject to all other conditions being met.

Mayor Illingworth presented a report of the Transportation Committee in which the
Committee respectfully submitted the following:

The Transportation Committee met at 8:00 P.M. on Tuesday, June 8, 1971. Mayor
Illingworth and Councillor Williamson present; also Councillor Henderson.
Reference is made to item 6 of Report #36 as approved by Council April 5, 1971
'"hich stated that a "revised taxi by-law is now in preparation and will be submitteci
to Council for consideration in the near future."
The former Township of Vaughan's Taxi by-law appears to be most comprehensive and
has been used as the basis by-law with minor modifications as attached herewith.
Your Committee recommends as follows:
1. That a Town of Aurora By-law be prepared based on the Township of Vaughan Taxi
By-law with amendments as shown included.
2. That prior :to· the third reading of the by-law, a copy be fonrarded to the local
taxi operator and the Police Commission for comments.
3. That until such time as a By-law Enforcement Officer is appointed that the
Deputy Clerk be the person designated by Council in the By-law.
4. That the Public Safety Committee of Council be the Committee designated by
Council in the By-law.
5. That taxi standing zones be approved at the following locations:
(a) Community Centre - 2 spaces -on the west side of the driveway and north of
the covered entranceway to the Centre.
(b) Old Post Office -1 space -on the east side of Yonge Street in front of the
old post office building (except for rush hour periods.)
(c) Taxi Operators be authorized to contact plaza operators re designation of
taxi standing zones on private property.

PUBLIC SAFETY COMMITTEE REPORT NO. 69
Councillor Miller presented a report of the Public Safety Committee in which the
Committee respectfully submitted the following:
A meeting of the Public Safety Committee was held on Thursday, June 10, 1971 at
3:00 P.M.
Members present: Councillors Williamson and Miller; c. Duncan, Deputy-Clerk and A.
Jubb, Building Inspector.

1" Dog Control By-1~ -The Committee reviewed the Pickering Township, The Town
of Aurora By-law 1602 and the Model Dog Control By-law from the Humane Society and
have combined them into the attached suggested by-law" We recommend that Aurora
By-law 1602 be rescinded and the attached draft by-law be passed"
2" Licensing & Regulation of Publi~ Halls -Recommend attached by-law.
3. ~o from Mayor dated May 26/71 (Region of York) re Auctioneer's Licenses. The
Committee feels this is covered by Para. l(a) of By-law 1522.
4. Committee recommends that a flag pole and flag be purchased and placed at the
Fire Hall and a Town flag be donated by the Town at approximate cost of $60.00.
5. Memo from Mayor dated May 26/71 re representative from the Fire Department
attending Aurora Safety Council Meetings. This was checked with the Fire Chief and
he assured us that one of their members was attending the meeting.
6. Letter from Aurora Safety Council re permanent crossing between the Community
Centre and Machell Park. The Committee refers this back to Council for guidance
as to what type of structure is recommended and what amount of money may be spent.
7. Letter from Joe's Snack Service Ltd. applying for a catering license. Committee
recommends license be granted, providing all necessary provisions are met.
8. Committee recommends that a new paragraph be added to By-law 1858-69 as follows:
"That signs, advertising devices, and articles for sale are not to be erected or
posted within a 25 foot daylighting triangle at all intersections, at a height of
not less than eight (8) feet above the grade thereof established by the Corporation."
9. Letter from Chris Johnson, dated May 18, 1971, referring to a copy of letter
dated March 25, 1971 from the Department of Transport commenting on By-law 1900-71
as it amends By-law 1867-69" The Committee concurs with this matter and recommends
that By-law 1900-71 be amended in compliance with the solicitor's letter.
10. Fire Report for the Month of April was read and approved.
11. Letter from the Council of Christ Lutheran Church on Wellington Street West
seeking permission to place a church sign at the corner of Wellington Street and
Yonge Street. The Committee does not concur with this request but do recommend
that a board or boards be erected at Town's expense at a suitable place or places,
listing all churches in Town and their locations.
12. The Committee recommends that a letter be sent by this Council to Police Chief
Crawford requesting that an officer be detailed to accompany the Public Safety
Committee on a tour of the new areas of the Town with a view to improving traffic
signs and the flow of traffic. Said tour to take place, if possible, on Saturday,
June 26, 1971"
13. Committee recommends that Government Post Box on the corner of Machell and
Wellington Street West be moved as it is a traffic hazard because it obstructs
vision of East Bound Traffic on Wellington Street. We also recommend that a
letter be sent to T" H. Oliver Ltd. Engineering Associates requesting, if possible,
that vehicles do not park in such a way as to obstruct vision of people entering
Wellington Street from Machell Street, as several complaints have been received

Committee respectfully submitted the following:
A meeting of the July 1st. Committee was held on Wednesday, June 9, 1971 at 8:00 P.l1.
He are pleased to report that the plans for the July 1st. celebrations are nearly
completed and one more meeting of the Committee will be held prior to June 30, 1971
to finalize same.
Attached heretp or circulated separately is a detailed list of the events, times,
and organizptions taking part in the~lebrations.

Mayor Illingworth presented a report in which he respectfully submitted the follow-

·A Conciliation Hearing was held at the Department of Labour on June 10, 1971 at
10:00 A.M. The Conciliation. Officer, as appointed by the Minister of Labour, >las
l1r. G. L. Greenaway~ The Corporation of the Town of l..urora was represented by
Nayor R. A. Illingworth, Councillor W. Trent and Clerk-Administrator K. B. Rodger.
The Employees (CUPE Local 1359) were represented by Mr. L. Foster, Wm. NcGirr,
J. Kennedy, D. Wright and CUPE representative J. Bird.
Attached herewith is a summary of the negotiations carried out and the agreement
reached. ·
It is recommended that subject to the wording and clauses being approved by the
