Mayor Illingworth presented a report of the Council in Committee in which the
Committee respectfully submitted the following:
A meeting of the Council in Committee was held on Wednesday, September 16, 1970
at 7:30 P.H.
Present were: Hayer R. A. Illingworth, Deputy Reeve Trent, Councillor Davis,
Harris, Henderson, Simmons and Stewart.
1. Electric Welder
The Committee recommends the purchase of a used Hobart 250 emp portable electric
welder, including trailer, for the Works Department from Bohen Equipment Serviceo
Ltd. at a total cost of $1,050.00 including the Provincial Sales Tax.

and the location of the 1611 watermain and to submit the plan as soon as possible
for Council's consideration.
3. Meetin& with the York County Roman Catholic Separate School Board
Mr. Hodge, .Mr. LaFrambois, and Mr. Matthews were present from the School Board.
They advised Council that the Board has purchased the school site in the Aurora
Orchards Subdivision. Mr. Hodge also advised that the Board ~11 require the site
in the Cherry Subdivision.
The Committee recommends that the signing of a Subdivision Agreement be deferred
for a reasonable length of time in order to provide an opportunity for the School
Board to reach an agreement with the Subdivider on the cost of the school site,
on the same basis as was agreed on with the York County Board of Education.

STEERING COMMITTEE REPORT NO. 223
Mayor Illing;<orth presented a report of the Steering Committee in which the
Committee respectfully submitted the following:
The Steering Committee of Aurora Council met with representatives of Whitchurch
Township and Richmond Hill on Thursday, September 10, 1970. The following items
were discussed.
1. Road l'laint..!m!tnce and Snow Ploughin.B.
The Reeve of Whitchurch advised that it would not be possible for Whitchurch-
Stouffville to carry on with snow plo~ng and maintenance of the concession
roads which become part of Aurora on January 1st. As Stouffville does not have
any winter equipment and had always contracted for this work, arrangements had
been made whereby Whitchurch will be responsible for snow plowing and road
maintenance until the first of the year on a contract basis. Therefore equipment
would not be available for Aurora, or if available, work could only be carried
out after all Whitchurch-Stouffville had been completed.
This was not considered acceptable by members of the Steering Committee and
alternate proposals were discussed. The Town Superintendent was requested to
prepare a report as follows:
(a) Possibilities and approximate cost of arranging a contract for snow plo~ng
and road maintenance for new areas.
(b) The additional equipment and manpower which would be required to assume
responsibility for the new areas.

In agreement with representatives of Whitchurch and Richmond Hill, the Aurora
Town Superintendent was to convene a meeting of the Town Superintendents of
Whitchurch, Richmond Hill, Aurora and invite Ne~nnarket and King to attend to
discuss areas of responsibilities, etc., and submit a staff report to the
respective Councils as soon as possible.
Your Committee recommends that a furthe; l!leet~ng be held when this staff report
is secured.
2. Fire Protection
The Fire Chief of Richmond Hill stated that they would be capable of assuming con-
trol of fire protection for the Wilcox Lake, Oak Ridges area after the first of
the year. Some doubt was expressed by the representatives of Aurora and
Whitchurch, and the Fire Chief was requested to review this proposal in further
detail before making a firm decision.
The former agreement with Whitchurch may not be necessary after the first of the
year, as most of the former area is now within Aurora or Richmond Hill. However,
it is possible that a new agreement may be necessary to cover an area to the
east of the former area.
In agreement, with representatives of Whitchurch and Richmond Hill, the Aurora
Fire Chief was to convene a meeting with the Fire Chiefs of Richmond Hill, and
invite Fire Chiefs of adjacent municipalities to discuss areas of responsibilities
and operating procedures and submit a staff report to respective Councils as soon
as possible.
In addition, the Aurora Fire Chief was requested to consider and make
recommendations for an alternate dispatching service, in the event changes are
necessary due to Police Dispatching becoming regional after January lat.
Your Committee will hold a further meeting and submit recommendations after
the staff reports have been received.

DAMAGE REVIEW BOARD REPORT NO. 214
Mayor Illingworth presented a report of the Damage Review Board in which the
Board respectfully submitted the following:
Reference is made to Minutes of Council dated August 4, 1970 (Page 13) which
authorized a Damage Review Board be set up to investigate and report on the
following incidents.
(a) Damage to Consumers' Gas Main on Glass Drive
(b) Damage to Police Cruiser #850

DAMAGE REVIEW BOARD REPORT NO. 214 CONT 1 d
Mayor Illingt~7orth and Councillor P. Miller were present and Mr. s. Ensig in
attendance for Item (a).
Mr• Ensig described the circumstances relating to the work in progress on Glass
Drive. He agreed that the gas main had been properly located, but while operating
the back-hoe, the teeth caught the pipe resulting in the damage.
Mr. Ensig advised that he had been fully checked out on the equipment. During
questioning, it was learned that while he had been checked out on the equipment
that he had not operated it very often _and had not operated it recently, prior
to the day of the accident.
Your Board feels that there was no undue negligence on the part of Mr. Ensig
and recommends that no action be taken insofar as this incident is concerned.
However., it is the opinion of the Board that operating procedures be prepared for
all items of equipment and that every effort be made to rotate qualified
operators, whenever possible. If an operator has not had an opportunity to operate
the equipment within a reasonable period of time that he have a further check out.
It is recommended that the Town Superintendent prepare operating procedures for
all pieces of equipment.
Water Foreman, G. Longhurst, T. Snowden and Police Sgt. J. Krochter were in
attendance for item (b).
The circumstances leading up to the damage to Police Cruiser 850 were revie><ed
by all concerned. It wasagreed that aafety cones were displayed on Metcalfe
Street, but not on Berczy Street and that the hydrant was on the blind side
of the cruiser and «as not visible to the driver.
During the discussion, it was learned that there is a requirement for more safety
equipment, e.g., larger cones, men at work signs, safety trees, etc.
The Board recommends that no action be taken insofar as this incident is
concerned. However, it is further recommended that the Town Superintendent end
Water Foreman prepare a list of suggested safety items for consideration.

Deputy Reeve Trent presented a report of the Works Committee in which the

1. Letter No. 7-11 from Mrs. I. Cox, 58 Tyler Street -Complained of sewer
backing up due to tree roots out on Town property. The Committee would recommend
' that the Superintendent keep a record of complaints from properties where there
is a history of tree roots growing into drains on to1~ property and set up a pro-
gram spring and fall, to go to these properties and cut out the offending roots.
2. Letter 9-48 Road Conditions new Subdivisions -The Committee would recomme~d
that the Engineer deal with this letter.
3. Letter 11-41 -Regional Government -This letter has been dealt with and no
further action is required at this time.
4. Letter 17-5 -I. Rossi, Seaton Drive -The Committee would recommend that the
Superintendent look into this matter and report what action he will take to relieve
this matter.
5. Grader -After considerable discussion the Committee would recommend to
Council the purchase of a 160 H.P. Grader to accommodate the winter and summer
work that will be the Town of Aurora's responsibility in 1971. We would further
recommend that this be purchased out of capital levy.
6. D.H.O. Sander Bodi -The Committee recommends that a sander body to D.H.O.
specifications be purchased and mounted on one of the Works Department trucks
and that the funds be taken from the capital levy.
Clause 1 to 6 inclusive carried.

Deputy Reeve Trent presented a report of the Works Committee in which the
