Delegations Mr. Walker, Solicitor for White Strip ConstrUction, spoke on behalf of his clients. The representatives from White Strip Construction claim to have completed all of their work. However, following Council's Deficiency Report, there was to be a further inspection and a review of these items and that any further complaints should be given to the Clerk by Friday, December 4, 1970 in writing. A further· meeting will be called with White Strip Construction to review any deficiencies noted. Correspondence 23-1 York Regional Board of Commissioners of Police -Continuation of Service Police Department. Miller: "The Council concurs with the request of the York Regional Davis: Board of Police Commissioners to continue the services and facilities of the Aurora Division." CARRIED 23-2 AurorB. Safety Council -Safety Week in Aurora Buck: Miller: "Resolved that the Mayor Proclaim the Week of December 1st to December 7th., 1970, "Safe Driving Week" in the Town of Aurora." Zoning By-Law Amendment Trent: Davis: "Resolved that the reconunendations of the Planning Board, dated November 27, 1970, with reference to Am-Cal Limited Zoning By-Law Amended, be adopted." CARRIED Committee Reports Works Committee Report No. 238 The Works Committee met at the Committee Room of Council. Chairman W. Trent and Councillor Stewart and Town Superintendent E. A. McGregor were in attendance. 1. The Committee interviewed 3 applicants for the position of Works Foreman. After careful consideration the Conunittee would recommend Mr. Lloyd Casey be hired for the position of Foreman for a 6 month probationary period. At the recommended salary previously presented. 2. Letter from K. B. Rodger, Municipal Clerk, regarding the steps, side of Aurora United Church -Tyler Street. The Committee recommends that the Town replace these steps. 3. The Committee would invite all members of Council interested, to attend a demonstration on Sunday, December 6, 1970 at 2:00 P.M. of mobile radio equipment.~ Clause 1 -Carried Clause 2 -"Amendment: that Clause 2 be amended so that the clause will read: Committee recommends that the Town consider replacing these steps, subject to a price being approved by Council." Clause 3 -Carried Trent: Stewart: "Resolved that Works Committee Report No. 238, dated November 26, 1976, re Interviews of Works Foreman and other items, be accepted, as amended." Water Reservoir and Site The Committee discussed the purchase of the site for the wat0·· :~eservoir. The Committee recommends that the site of approximately three acres and an easement from the site to the ex:!.stihg services be purchased from Hirr.pey Canada Ltd. at a total cost of $30,000.00. The Committee also recolllirtends that the approval of the Ontario Municipal Board be sought for the capital construction of the water reservoir and the re- consl::ructioh of Kennedy Street West and for the issue of debentures for both projects. 2. Wimpey Performance Bond The Committee recommends that the recommendation of J. D. Reid be accepted and that the Wimpey Performance Bond be reduced to $100,000.00. The Corr.mittee also recommends that the Council review the acceptance of the above ground services in the Wimpey Subdivision in the early summer of 1971. 3. Whitestrip Performance Bond The Committee recommends that the $20,000.00 performance bond pocted by Whitestrip Construction Ltd. be maintained until all of the deficiencies have been completed. 4. Regions of York -Land Transfers The Committee discussed the lands owned by the Town and to b<o turned over to the Region of York. The Committee recommends that the Billings Hdl and the Nesbitt Well be declared redundant and of no further use to the ~1ater supply system and that title to the lands remain invested in the Town of Aurora. The Committee recommends that the title to the wells and reservoir at the Police Station and between Yonge Street and Gurnett Street be turned over to the Region of York and that when these facilities are declared es of no further use or need to the water supply system, that title to the lands be returned to the Town of Aurora. 5. Sick Leave Allowance -Mr. H. Squibb The Committee discussed the sick leave credits that have accumulated to Mr. Squibb. The Committee recommends that a payment of 50% of the total sick leave credits be paid to Mr. Squibb in accordance with The ~1nicipal Act. 6. Kozik Property -Temperance Street The Committee recommends that the Town Solicitor be authorized to take \<hatever action is necessary to clean this matter up. 7. Old Arena Site Cont'd The Committee recommends that the Zoning By.Law be amended to permit a density of sixty suites per acre on the site and that the owner's solicitors be advised and that the necessary amendment be prepared as a site plan by.law, which would ·include Gurnett Street improvements to be carried out by the owner. 8. Ivan Daniels Property -Aurora Heights Drive 0 The Committee recommends that a Special Committee composed of Councillors Harris, Miller and Stewart and K, B, Rodger, Clerk, meet with Mr. Danie.ls to discuss the acquisition of the flood plain lands by the Town of Aurora. 9. Town Employees Union The Committee recommends that the Town Employees Union be advised that the 1971 Committee of Council have not been established and therefore contract negotiations can not be commenced at this time. 10. Boxing Day Whereas Boxing Day is on a Saturday this year, therefore the Committee recommends that Monday, December 28, 1970 be taken as a holiday by the Town Employees. ll. Dispatching Service -Fire Department The Committee recommends that ns the police facilities and operation are to continue as is until furt~er notice, that a letter be sent to the Region of York Police Commission requesting that they provide the Town with dispatching services for the Fire Department until other arrangements have been made. 12. Fire Department -Tank Truck The Committee recommends that consideration be given in the consideration of the 1971 Budget to the purchase of a new tank truck for the Fire Department. 13. C. F. R. B. Sideroad and Bathurst Street The Committee recommends that letters be sent to the Town of Richmond Hill and the Township of King re the responsibility for snow plowing and maintenance of the boundary roads and the cost sharing of the work, 14. Works Equipment Storase The Committee considered the requirement that some of the Works Department equipment will have to be stored outside and therefore the Committee recommends that the Aurora Hydro-Electric Commission be requested to install additional lighting for the Works Yard. 15. Cherry Subdivision Separate School Site The Committee recommends that the signing of a Subdivision Agreement be withheld for a reasonable period until an agreement is reached between the Separate School Board and the Subdivider for the purchase of the school site. Dangerous Trees The Committee considered the three quotations received for the removal of eight extremely dangerous trees on Town property and the pruning of limbs from four other trees. The Committee recommends that the quotation from Newmarket Tree Service in the amount of $720.00 be accepted. 17. Taxi Service The Committee recommends that the Police Department check into the operation of the taxi firms in Aurora and confirm that they are operating in accordance with the conditions as set out by By-law and Report No. 216. 18. Bank of Commerce Parking Lot The Committee recommends that the lease agreement with the Bank of Commerce for the use of their parking lot be terminated. 19. Committee of Adjustment The Committee discussed the severance of a lot on Wells Street, south of Mosley, by Van Rooyen and the Committee recommends that the Committee of Adjustment be advised that the Council has no objection to the severance. 20. Fire Alarm System The Committee recommends that the Aurora Hydro-Electric Commission be requested to maintain the fire alarm system in good order at all times. CARRIED Deputy Reeve Trent submitted a report re the Firefighter's Convention .19,·7~ as follows: · · ~ubject: Meeting of Ontario Firefighter's Convention Committee. Members of the Aurora Fire Department met with "The Ontario Firefigh):er's Association at 2:00 P.M., Sunday, November 29, 1970 at the Aurora Fire Hall. The Association members were taken on a guided tour of the Town and the Community Centre. They seemed impressed with the new pa:rk area to the north as the site for the camp grounds. The Fleury Park area for the games area and the accommodation the Community Centre would provide for their meeting, dances, etc. This, of course,. was a preliminary meeting and further meetings will be conducted to ascertain those things the Town will be able to assist in. We were told, for ·the Convention we might expect approximately 1000 people .by . Saturday night and approximately 6,000 by Monday afternoon. MOnday is the games day, usually started by a huge parade. We were told we could expect any where ¥P to 100 trailers and tents. This is an interim report to keep Council informed. CARRIE:e Second reading of the By-law was approved in Open Council. Third reading of the By-law was held over until the next meeting of Council. By-law 1893-70 Amend By-.Law 1863 Designation from Development to Commercial Buck: Davis: "That leave be given to introduce a By-law to amend By-Law 1863 to change the designation from Develop- ment to Commercial and from Industrial to Commercial on a parcel of land south of Murray Drive and east of Yonge Street south, and that the same be now read a first time." Trent: Henderson: CARRIED "That the by-law now before the Council be read a second time and that the Council resolve itself into a Committee of the Whole for that purpose." CARRIED The 'Second Reading of the By-Law was approved in Open Council. Davis: CARRIED Illingworth: '~ereas pursuant to the provisions. of Sec. 294 (a) The Municipal Amendment Act, 1968-69, as amended, it is deemed expedient in 1971, in order to reduce borrowing to provide money for general purposes and education quarterly levies early in the year, to annually levy a rate eqUivalent to 50 per cent of the residential rate of real property of public school supporters of the preceding year; on the whole rateable real property and business assessments in the area Municipality for the said purposes; Trent: SPECIAL MEETING ... 7-NOVEMBER 30, 1970. And Whereas the taxes levied under this interim tax levy by-law shall be collected in three instalments, the first instalment to be due and payable on February 17th; the second instalment to be due and payable on March 31st; and the third instalment to be due and payable on May 12th in 1971 and any succeedin0 year until repealed. And Whereas it is further deemed expedient to allow for the collection of final levies in three instalments namely; June 30th, August 18th and September 29th, it being understood that the final levy made pursuant to the provisions of Section 294 shall be reduced by the.amount to be raised by the interim tax levy. Therefore be it resolved that the necessary by-law to provide for an interim tax levy be prepared for anactment in January, 1971." Simmons: Miller: CARRIED "Resolved that the Aurora Parks and Recreation Committee be authorized to hold a Winter Carnival from January 9th. to 11th, 1971 and that motorized snow vehicles be permitted in the Aurora Heights Park on January lOth and 11th, 1971 under the supervision of the Committee and that the Committee be also authorized to hold a fireworks display and the tree burning in Fleury Park on· January 10, 1971."
