Approval of the Agenda General Committee approved the agenda as circulated by Legislative Services. 2. Declarations of Pecuniary Interest and General Nature Thereof There were no declarations of pecuniary interest under the Municipal Conflict of Interest Act, R.S.O. 1990, c. M.50. 3. (a) Mark Chemij, Director of Development, Starlight Investments Re: Item R5 – PDS20-012 – Application for Zoning By-law Amendment, Starlight Investments, 145 and 147 Wellington Street West, Part of Lot 28, Plan 264, File Number: ZBA-2018-01 Mr. Chemij, on behalf of the owner/developer, spoke to the concerns regarding on-site parking during construction, the temporary parking arrangements for approximately 75 parking spaces, and parking rate. He noted the applicant’s investment in the community and commitment to high quality materials and a collaborative process while addressing the need for rental supply in Aurora. General Committee received and referred the comments of the delegation to Item R5. (b) TJ Cieciura, Principal Planner and President, Design Plan Services Re: Item R5 – PDS20-012 – Application for Zoning By-law Amendment, Starlight Investments, 145 and 147 Wellington Street West, Part of Lot 28, Plan 264, File Number: ZBA-2018-01 Mr. Cieciura expressed support for the staff recommendation and presented an overview of the revised proposal highlighting the proposed site plan, building cross-sections, parking layout, conceptual drawing, landscape plan, preliminary construction site plan showing safety fencing and tenant parking during construction, and the extensive public consultation carried out to date. General Committee received and referred the comments of the delegation to Item R5. 5. Consent Agenda None 6. Heritage Advisory Committee Meeting Minutes of February 3, 2020 General Committee recommends: 1. That the Heritage Advisory Committee meeting minutes of February 3, 2020, be received for information. Carried 7. Consideration of Items Requiring Discussion (Regular Agenda) General Committee consented to consider items in the following order: R5, R1, R2, R3, R4, R6, and R7. R1. CMS20-008 – Library Square – Governance Review Mr. Phil Rose-Donahoe, Manager, Library Square, presented an overview of the Governance Review including evaluation criteria, the benefits and downsides of the three proposed governance models for the delivery of cultural services in Aurora, and next steps. General Committee recommends: 1. That Report No. CMS20-008 be received; and 2. That staff be directed to continue to explore the feasibility of the Direct Delivery and Not-for-profit/Municipal Hybrid governance models and report back with further recommendations regarding the most appropriate model for the operation of Library Square. Carried R2. CMS20-009 – Sport Plan – Progress Report Ms. Erin Hamilton, Sport and Community Development Specialist, presented an overview of the Progress Report highlighting the eight key Sport Plan priorities identified following a review of the Sport Plan recommendations through consultation with local sport organizations and an evaluation of trends and best practices across Canada. CAO20-001 – Pending List Update General Committee recommends: 1. That Report No. CAO20-001 be received; and 2. That items marked “Completed – To be Removed” and “Pending – To be Removed” be taken off future Pending List updates. Carried R4. CMS20-007 – Local Sport Organization License Agreements General Committee recommends: 1. That Report No. CMS20-007 be received; and 2. That the Director, Community Services be authorized to execute license agreements, including any and all documents and ancillary agreements required to give effect to same, for: (a) Aurora Minor Hockey Association (b) Central York Girls Hockey Association (c) Aurora Tigers Junior A Hockey Club (d) Aurora Skating Club (e) Aurora Community Tennis Club (f) Aurora Lawn Bowling Club (g) St. Andrew’s College; and 3. That the license agreements be for a period of ten years with a renewal option for a further ten years; and 4. That the Director be delegated the authority to execute similar license agreements with other community sport organizations, where the agreements are of similar value and for the purpose of supporting sport in the community. PDS20-012 – Application for Zoning By-law Amendment Starlight Investments, 145 and 147 Wellington Street West Part of Lot 28, Plan 264, File Number: ZBA-2018-01 General Committee recommends: 1. That Report No. PDS20-012 be received; and 2. That the Zoning By-law Amendment file ZBA-2018-01 (Starlight Investments) be approved to rezone the subject lands from “Second Density Apartment Residential (RA2) Zone” to “Second Density Apartment Residential [RA2(XX)] Exception Zone”; and 3. That an implementing Zoning By-law be brought forward to a future Council meeting. Carried R6. PDS20-018 – Terms of Reference for the Review of the Town’s Register of Properties of Cultural Heritage Value or Interest General Committee recommends: 1. That Report No. PDS20-018 be received; and 2. That the attached Terms of Reference for the Review of Aurora Register of Properties of Cultural Heritage Value or Interest be endorsed. Carried R7. PDS20-006 – Servicing Allocation Update General Committee recommends: 1. That Report No. PDS20-006 be received for information. Carried 8. Public Service Announcements Mayor Mrakas announced that applications are now being received for the Town’s Community Recognition Awards to acknowledge the leadership, volunteerism, and individual and group achievements within the community, and he noted that the nomination deadline is Friday, April 3, 2020, and more information can be found at aurora.ca/cra. Mayor Mrakas advised that earlier today he attended a gathering of former Aurora Tigers Junior A Hockey team members, owners, and coaches of the 2004 and 2007 Royal Bank Cup championship teams to celebrate their moments in Aurora sport history, and he noted that the story can be accessed on the Aurora Sports Hall of Fame website at aurorashof.ca/moments-in-sport. Councillor Humfryes extended a reminder that winter overnight parking restrictions remain in effect until April 15, 2020, and more details regarding winter overnight parking and street plowing are available at aurora.ca/snow. Councillor Humfryes announced that Aurora’s Easterpalooza will be held on Saturday, April 11, 2020, from 9:30 a.m. to 1 p.m., noting that wristbands may be purchased for $6 and more information can be found at aurora.ca/easter. Councillor Thompson advised that the Aurora Art Show and Sale is still accepting applications for participation in the juried art show and details are available at aurora.ca/artshow. Councillor Thompson announced that 10% savings are available on select summer camps during the early bird period until March 6, 2020, and more information can be found at aurora.ca/camps. Councillor Gallo announced that the Seniors’ Active Living Fair will be held on Saturday, March 28, 2020, at the Aurora Seniors’ Centre with free admission, and more information is available at aurora.ca/seniorsservices. Councillor Gilliland extended a reminder that the Town is accepting applications until May 1, 2020, for the John West Memorial “Leaders of Tomorrow” Scholarship Award, and more information is available at aurora.ca/leadersoftomorrow. 11.
