BEING A BY-LAW to amend
By-law Number4835-06.0 to
govern the procedures of
the Council of the Town. of
Aurora and its Committees
and Boards (as amended):
WHEREAS subsection 236(2) of the Municipal Act, 2001, S.O. 2001, c. 25, as
amended, provides that every municipality and local board shall pass a procedure by-
law for governing the calling, place and proceedings of meetings;
AND WHEREAS on August 22, 2006, Council passed By-law Number 4835-06.0 to
govern the procedures of the Council of The Corporation of the Town of Aurora and its
Committees and Boards (the "By-law");
AND WHEREAS the Council of The Corporation of the Town of Aurora previously
amended the By-law with By-law Numbers 4912-07.C, 4978-07.C, and 5057-08.C;
AND WHEREAS the Council of The Corporation of the Town of Aurora desires to further
amend the. By-law.
NOW THEREFORE THE COUNCIL OF THE CORPORATION OF THE TOWN OF
AURORA ENACTS AS FOLLOWS:
1. THAT subsection 2.2 of the By-law,be and is hereby deleted and replaced with
the following:
"Regular -Meetings
2.2 The next and each succeeding Regular. Council Meeting shall be held in
the Council Chambers at the Town Hall; except as otherwise provided
for in this By-law, and shall be held in accordance with the schedule of
meetings of Council as prepared by the Clerk and approved by Council.
All such Regular Council Meetings shall generally be held on the
second and fourth Tuesday of each month. On the days in which a
Regular Council Meeting is scheduled, Open Forum shall commence at
7:00 p.m. and the Regular Council Meeting shall commence immediately
thereafter; or at such other time as is prescribed by resolution of Council
where it is necessary to reschedule a Regular Council Meeting. Where
a Regular Council Meeting day is a public or civic holiday, Council shalt
meet at the same hour on an alternate day which is not a public or civic
holiday, as prescribed by resolution of Council."
3.
THAT subsection 2.8(8) of the By-law be and is hereby .deleted and replaced with
the following:
"Closed Session
2.8(8) The part of a meeting that is closed to the public shall be held at General
Committee whenever possible and any recommendations will be reported
out and ratified at the next Council Meeting open to the public. The
subject matter and recommendations will be reported out to the extent
possible without divulging confidential information."
THAT subsection 2.8(10) of the By-law be and isherebydeleted.

`4. THAT section 3.1 of the .By-law be and is hereby deleted and replaced with the
followings
"Open Forum
3.1 (a) During the twenty (20) minutes preceding each Regular Council
Meeting, the Members shall attend in the Council Chambers for the
purpose of providing an informal opportunity for any person to voice
opinions on subjects of municipal concern._
(b) Each person shall be required to sign the Open Forum Register held
by the Clerk or Council Committee Secretary prior to being permitted
to address Council, and each person shall be limited to addressing
Council for a maximum of five (5) minutes.
(c) Any comments made during Open Forum shah not form part of the
minutes of the Council Meeting."
5. THAT section 3.2 of the By-law be and is hereby deleted and replaced with the
following:
"Order of Business
3.2 The Order of Business of Council at a Regular Meeting shall in all cases
be taken up in the following sequence, unless otherwise decided by the
majority of the Members present:
➢ Declaration of Pecuniary Interest
➢ Approval of the Agenda
➢ Adoption of the Minutes
➢ Presentations
Public Service Announcements
➢ Determination of Items Requiring Separate Discussion
➢ Adoption of items not Requiring Separate Discussion
➢ Delegations
➢ Consideration of Items Requiring Separate Discussion
➢ Notice of Motion/Motions for Which Notice Has Been Given
➢ Regional Report
New Business/General Information
➢ Reading of By-laws
➢ Closed Session
➢ Adjournment"
6. THAT section, 3.10 of the By-law be amended by adding the following:
3.10 (i) Presentations of general interest shall be placed on the Council agenda
and shall be limited to ten (10) minutes per presentation."
7. THAT section 3.13 of the By-law be and is hereby deleted and replaced with the
following:
"Notice of Motion
3.13 (a) A Member desiring to introduce a subject for discussion by Council
shall provide a Notice of Motion in writing to the Clerk no later than 4.30
P.m. on the Thursday prior to a Regular Council Meeting.
(b) The Clerk shall put the Notice of Motion on the Council agenda for
information only.
(c) The motions for which notice has been given shall be included on the
next Council agenda for consideration and disposition."

8. THAT subsection 3.1.6(a) of the By-law be and is hereby deleted.
9. THAT subsection 5.1(g) of the By-law be and is hereby deleted and replaced with
the following:
"(g) No Member, without leave of the Council, shall speak to the same
motion, or in reply, for longer than ten (10) minutes."
10. THAT subsection 5.7(h) of the By-law be and is hereby deleted.
11. THAT section 5.15 of the By-law be and is hereby deleted and replaced with
the following:
"Motion to Refer
5.15 Amotion to refer and any amendment to it is debatable and shall include:
(a) the name of the Committee or official to whom the motion or
amendment is to be referred; and
(b) the terms upon which it is to be referred and the time or period, if
any, on or within which the matter is to be returned."
12. THAT section 5.16 of the By-law be and is hereby deleted and replaced with the
following:
"Motion to Defer
5.16 A motion to defer and any amendment to it is debatable and shall include:
(a) the time period within which consideration of the matter is to be
deferred; and
(b) whatever explanation is necessary to demonstrate the purpose of
the motion to defer."
13. THAT section 5.20 of the By-law be and is hereby deleted and replaced with the
following:
"Reconsideration'
5.20 After Council determines the final outcome of a matter, such matter
shall not be reconsidered within six (6) months unless there is a
motion, which has been seconded, to reconsider the matter and it
carries by a two-thirds majority vote of the Members present."
14. THAT subsection 13.2 of the By-law be and is hereby deleted and replaced with
the following:
"13.2'The `Order of Business of General Committee shall in all cases be taken
up in the following sequence, unless otherwise decided by the majority of
the Members present:
➢ Declaration of Pecuniary Interest
➢ Approval of the Agenda
➢ Determination of Items Requiring Separate Discussion
➢ Adoption of Items not Requiring Separate Discussion
➢ Delegations
➢ Presentations by the Committee Representative
Consideration of Items Requiring Separate Discussion
➢ New Business/General Information
Closed Session
➢ Adjournment"
