General Committee recommends: THAT the following recommendations respecting the matters listed as “Items Not Requiring Separate Discussion” be adopted as submitted to the General Committee and staff be authorized to take all necessary action required to give effect to same: 1. CAO12-002 – Ontario Regulation 397/11 Energy Conservation and Demand Management Plans THAT Council receive report CAO12-002; and THAT the Mayor and Town Clerk be authorized to execute the necessary agreements, including any and all documents and ancillary agreements required to give effect to same, to enable the Town’s participation in PowerStream’s Roving Energy Manager Program. CFS12-001 – 2012 Interim Property Tax Levy THAT report CFS12-001 be received; and THAT By-law No. 5399-12 be adopted to authorize the levying of interim tax amounts on all rateable properties and to establish installment due dates. 7. PR12-002 – Award of Tender PRS2011-93 – Fleury and Machell Parks Lighting and Electrical Work THAT report PR12-002 be received; and THAT Tender PRS2011-93 – Fleury and Machell Parks Lighting and Electrical Work be awarded to Nadalin Electric Co. (Ont.) Inc. in the amount of $151,500.00 plus taxes; and THAT the Mayor and Town Clerk be authorized to execute the necessary Agreement including any and all documents and ancillary agreements required to give effect to same. 8. AAC12-01 – Accessibility Advisory Committee Report, November 30, 2011 THAT Council adopt the Accessibility Advisory Committee recommendations of the November 30, 2011 meeting. 9. AAC12-02 – Accessibility Advisory Committee Report, January 11, 2012 THAT Council adopt the Accessibility Advisory Committee recommendations of the January 11, 2012 meeting. 11. EAC12-02 – Environmental Advisory Committee Report, January 9, 2012 THAT Council adopt the Environmental Advisory Committee recommendations of the January 9, 2012 meeting. 12. EDAC12-01 – Economic Development Advisory Committee Report, December 8, 2011 THAT Council receive the No Quorum Report of the Economic Development Advisory Committee meeting of December 8, 2011 for information. CARRIED V DELEGATIONS (a) Mr. Robert Seguin, Volunteer with Aurora Minor Baseball Association Re: Town Support of Senior Diamond Construction for Baseball in Aurora Mr. Seguin noted that he has been a coach for many years in Aurora and thanked Council for their support that helped to rejuvenate a dying baseball program with now over 650 registrants this past season. He said that many levels of the Aurora Minor Ball Association have achieved success with one of the teams winning the All-Ontario Championship in their division. Mr. Seguin said General Committee Meeting Report Tuesday, January 17, 2012 Page 4 of 9 that Council’s leadership and a Trillium grant revitalized the Association with the construction of a new senior diamond. General Committee recommends: THAT the comments of the delegate be received for information. CARRIED (b) Mr. Graham Wride, Resident Re: Item 13 – HAC12-01 – Heritage Advisory Committee Report, December 16, 2011 (Item 5) HAC11-025 – Demolition Application for Designated Heritage Structure Under Part IV of the Ontario Heritage Act 15086-15088 Yonge Street “The George Browning House” Related Reports (PL09-72, PL09-078, & PL11-32) Mr. Wride requested that Council refuse the demolition application for “The George Browning House” at this time. He said that it was worthy of heritage designation in the recent past and that removing the designation now would make the program seem meaningless. Mr. Wride suggested that rather than removing the designation at this time that it remain in place until plans were forthcoming. General Committee recommends: THAT the comments of the delegate be received and referred to Item 13. He stated that he and his colleagues have been working with Town staff, Council and residents of the area to develop a viable access, but that the Yonge Street access is the only option which means the house must be removed in order to achieve a development that will make the community proud. CARRIED (f) Mr. Eros Fiacconi, EGF Associates Re: Item 5 – PL12-003 – Official Plan Amendment and Zoning By-law Amendment Applications 2177111 Ontario Limited Block C, Plan M-42 Elderberry Trail File: D09-01-11 and D14-05-11 Mr. Fiacconi advised Council that he was speaking on behalf of the applicant and requested that Council adopt the staff recommendation. He noted that the application is modest in nature as an infill development. General Committee recommends: THAT the comments of the delegate be received and referred to Item 5. HAC12-01 – Heritage Advisory Committee Report, December 16, 2011 General Committee recommends: THAT Council adopt the Heritage Advisory Committee recommendation for Item 5 of the December 16, 2011 meeting: (5) HAC11-025 – Demolition Application for Designated Heritage Structure Under Part IV of the Ontario Heritage Act 15086-15088 Yonge Street “The George Browning House” Related Reports (PL09-72, PL09-078, & PL11-32) THAT report HAC11-025 be received; and THAT the Heritage Advisory Committee recommend to Council to consent to the demolition application with the understanding that the applicant will salvage any and all items that can be used from the building. CARRIED General Committee recommends: THAT Council adopt the balance of the Heritage Advisory Committee recommendations of the December 16, 2011 meeting. CARRIED 5. CARRIED 3. CLS12-001 – Pending List General Committee recommends: THAT specific response dates for all Pending Items be noted on the Pending List. CARRIED General Committee recommends: THAT Item CAO3 be removed. IES12-001 – Award of Tender Tender IES2011-90 – Maintenance and Emergency Response to Sanitary Lift and Water Booster Stations and Emergency Generators General Committee recommends: THAT report IES12-001 be received; and THAT Tender IES2011-90 – Maintenance and Emergency Response to Sanitary Lift and Water Booster Stations and Emergency Generators be awarded to 709125 Ontario Limited o/a Pump System Interfacing for three (3) years at the tender price of $356,368.14, excluding taxes; and THAT the Mayor and Town Clerk be authorized to execute the necessary Agreement including any and all documents and ancillary agreements required to give effect to same. CARRIED 6. PR12-001 – Approval of Tree Protection By-law General Committee recommends: THAT the wording in section 2.1 (a) change from “two (2) Trees” to “four (4) Trees.” DEFEATED General Committee recommends: THAT section 3.2 (q) be deleted. DEFEATED General Committee recommends: THAT report PR12-001 be received; and THAT staff be directed to publicize notice of the revised Draft Tree Protection By-law, in the local media, Town of Aurora website and in all municipal facilities for the purposes of allowing the public and stakeholders with an opportunity to review the proposed By-law and provide comment; and General Committee Meeting Report Tuesday, January 17, 2012 Page 8 of 9 THAT following this public consultation period, staff report back to Council prior to May 2012 with a final draft Tree Protection By-law with recommendations for Council’s consideration in enacting the final revised By-law. CARRIED 10. EAC12-01 – Environmental Advisory Committee Report, December 1, 2011 General Committee recommends: THAT Council adopt Items 1, 2, and 8 of the Environmental Advisory Committee recommendations of the December 1, 2011 meeting: (3) Bicycle Lane Infrastructure General Committee recommends: THAT this Item be referred back to staff. CARRIED (4) Bee Hives on Town Facilities General Committee recommends: THAT the Environmental Advisory Committee recommend to Council that staff be directed to contact local beekeepers and the Beekeepers Association of Ontario with respect to implementing an initiative to place beehives on the roofs of municipal facilities. DEFEATED VIII NEW BUSINESS/GENERAL INFORMATION Councillor Buck inquired about trying to raise financial support for underpasses from the federal government. Councillor Humfryes noted that the 3rd Annual Virtual Walk for Wellness is taking place January 14-20, 2012 across York Region, with participants walking at least 50,000 steps, to encourage a healthy lifestyle and raise money for CHATS (Community & Home Assistance to Seniors). She advised that the public is invited to attend a wrap-up event at the Aurora Cultural Centre on January 20, 2012 from 5:30 p.m. to 8:00 p.m. Councillor Pirri reminded the public that the local ponds are not safe for skating and indicated that coyotes have been seen across Aurora.
