MINUTES - Special General Committee - 20110614 TOWN OF AURORA SPECIAL GENERAL COMMITTEE MEETING MINUTES Council Chambers Aurora Town Hall Tuesday, June 14, 2011 ATTENDANCE COMMITTEE MEMBERS Mayor Dawe in the Chair; Councillors Abel, Ballard, Buck, Gaertner (arrived at 4:13 p.m.), Gallo, Humfryes, Pirri, and Thompson MEMBERS ABSENT None OTHER ATTENDEES Chief Administrative Officer, Director of Customer and Legislative Services/Town Clerk, and Council/Committee Secretary Mayor Dawe called the meeting to order at 4:08 p.m. I DECLARATIONS OF PECUNIARY INTEREST There were no declarations of pecuniary interest under the Municipal Conflict of Interest Act. II APPROVAL OF AGENDA General Committee recommends: THAT the agenda as circulated by the Customer and Legislative Services Department be approved as presented. CARRIED III DELEGATIONS (a) Mr. Fred Dean, Barrister and Solicitor Re: Procedural By-law Mr. Dean reviewed various aspects of procedural by-laws in general and the fundamental concepts they need to include for effective meetings. He noted that the procedural by-law is one of the most important tools Council can put together and utilize. Mr. Dean stated that it should be a stand-alone document, without attachments, for quick reference and that he was impressed with the index which allows efficiency and accuracy in locating information quickly. He discussed important features that can be incorporated into the procedural by-law such as the Order of Business and where and how items are discussed. Mr. Dean commented on some of the other elements such as minute taking, Closed Session minutes, and areas of caution regarding delegations and Open Forum. CARRIED IV CONSIDERATION OF ITEM REQUIRING SEPARATE DISCUSSION 1. CLS11-009 – Council’s Procedural By-law General Committee recommends: THAT report CLS11-009 be received; and THAT the draft Procedural By-law be reviewed and direction provided respecting revisions; and THAT the Clerk incorporate any revisions and report to a future General Committee meeting. CARRIED V ADJOURNMENT General Committee recommends: THAT the meeting be adjourned at 6:11 p.m. CARRIED GEOFFREY DAWE, MAYOR JOHN D.
