MINUTES - General Committee - 20110412 TOWN OF AURORA SPECIAL COUNCIL MEETING MINUTES Holland Room Aurora Town Hall Tuesday, April 12, 2011 ATTENDANCE COUNCIL MEMBERS Mayor Dawe in the Chair; Councillors Abel, Ballard (arrived at 6:06 p.m.), Buck, Gaertner (arrived at 6:06 p.m.), Gallo, Humfryes (arrived at 6:19 p.m.), Pirri, and Thompson MEMBERS ABSENT None OTHER ATTENDEES Chief Administrative Officer, Director of Customer and Legislative Services/Town Clerk, Acting Director of Legal Services/Town Solicitor, Director of Building and By-law Services, Director of Parks and Recreation Services, Director of Planning and Development Services, Director of Infrastructure and Environmental Services, Director of Corporate and Financial Services/Treasurer, Senior Human Resources Consultant, Human Resources Advisor, and Council/Committee Secretary Mayor Dawe called the meeting to order at 6:00 p.m. I DECLARATIONS OF PECUNIARY INTEREST There were no declarations of pecuniary interest under the Municipal Conflict of Interest Act. II APPROVAL OF AGENDA Moved by Councillor Pirri Seconded by Councillor Thompson THAT the agenda as circulated by the Customer and Legislative Services Department be approved. CARRIED III PRESENTATIONS (a) Ms Barbara Benoliel, President, Preferred Solutions Re: The Positive Workplace for the Town of Aurora Ms Barbara Benoliel updated Council on the new rules, regulations and associated definitions that the Town of Aurora must be compliant with under new Provincial legislation. She discussed policies and procedures as well as the associated responsibilities under a new part of the Occupational Health and Safety Act, R.S.O. 1990. c.0.1 as amended, known as Bill 168 which was recently introduced. Ms Benoliel noted requirements that impact the municipality including the areas of prevention, investigation, and liability regarding violence and harassment in the workplace. She noted that the Act now complements the Ontario Human Rights Code, and clarified the employer and employee responsibilities in the provision and contribution to a positive work environment. CFS11-009 – Safe Workplaces Policies Moved by Councillor Pirri Seconded by Councillor Thompson THAT report CFS11-009 be received; and THAT this Item be referred to the April 19, 2011 General Committee meeting. CARRIED V READING OF BY-LAWS Moved by Councillor Abel Seconded by Councillor Pirri THAT the following listed by-law be given first, second, and third readings, and enacted: 5324-11 BEING A BY-LAW to confirm actions by Council Resulting from Special Council Meeting 11-10 on April 12, 2011.
