Mayor Jones called the meeting to order at 9:00 a.m. I DECLARATIONS OF PECUNIARY INTEREST There were no declarations of pecuniary interest under the Municipal Conflict of Interest Act. II APPROVAL OF AGENDA Moved by Councillor Morris Seconded by Councillor West THAT the content of the Agenda as circulated by the Corporate Services Department be approved as presented with the following additional items:  Memorandum from the Director of Corporate Services regarding Committee Secretariat Support Services  Memorandum from the Acting Treasurer containing revised information pertaining to Appendix “G” – replacement pages 38, 39 and 44. CARRIED III ITEM FOR DISCUSSION 1. TR04-009 - 2004 Operating and Capital Fund Budgets – Revised Draft #2 The Chief Administrative Officer provided the Committee with an overview of the revision to the Draft 2004 Operating and Capital Budget. The CAO advised that the report provided Alternative Service Level Proposals for consideration by the Committee. CARRIED Corporate Services – Clerk’s Moved by Councillor Hogg Seconded by Councillor Buck THAT the reduction of funding for a Summer student in the Clerk’s Department in the amount of $5,900 be approved. CARRIED Treasury – Telecommunications Moved by Councillor West Seconded by Councillor Morris THAT the funding for mobile telephones be reduced by $7,000. DEFEATED Leisure Services – Parks Division Operations – Park/Facility Security Moved by Councillor West Seconded by Councillor Morris THAT the allocated funding for the Parks Division Operations – Park/Facility Security be reduced by 50% to $19,533. CARRIED Leisure Services – Parks Division Operations – Roadside Tree and Brush Removal Moved by Councillor Vrancic Seconded by Councillor Buck THAT the allocated funding for the Parks Division Operations – Roadside Tree and Brush Removal in the amount of $30,000 be deleted. CARRIED Mayor & Council – Reduce Aurora Heritage Committee Budget Moved by Councillor Wallace Seconded by Councillor Kean THAT the allocated budget for the Aurora Heritage Committee be reduced by $4,000. CARRIED Corporate Services – Clerk’s – Reduce Contribution to the Election Reserve Moved by Councillor West Seconded by Councillor Hogg THAT the allocation of $45,000 for the Election Reserve be maintained. CARRIED Legal Services – Reduce Duration of Legal Services Summer Student Moved by Councillor West Seconded by Councillor Hogg THAT the duration of the Legal Services Summer Student’s employment be reduced at a cost savings of $7,200. CARRIED Corporate Services – Marketing & Communications – Reduce Funding for Residential Newsletter Moved by Councillor Wallace Seconded by Councillor Morris THAT the allocated funds of $7,500 for the Residential Newsletter be deleted. CARRIED Corporate Services – Marketing & Communications – Cancel Printing of Concert in the Park Flyer Moved by Councillor Wallace Seconded by Councillor Hogg THAT the allocated funds of $2,000 for the Concert in the Park flyers be deleted. CARRIED Corporate Services – By-laws – Postpone Recruitment of Parking Control Officer Moved by Councillor West Seconded by Councillor Buck THAT the recruitment of a new part-time Parking Control Officer be postponed until November 2004 for a savings of $7,000. CARRIED Public Works – Reduce Contribution of Public Works Vehicle Reserve Fund Moved by Councillor West Seconded by Councillor Hogg THAT the contribution to the Public Works Vehicle Reserve Fund be suspended, on a one time basis only, for 2004 for a cost savings of $10,000. CARRIED Public Works – Eliminate the Christmas Displays on Yonge Street Moved by Councillor West Seconded by Councillor Morris THAT the Christmas Displays on Yonge Street at a cost of $3,000 remain in the budget. CARRIED Public Works – Defer Reconstruction of Ridge Road Moved by Councillor Kean Seconded by Councillor Wallace THAT the allocation of $60,000 for the reconstruction of Ridge Road remain in the budget. CARRIED Public Works – Defer the Yonge Street Street Lighting Retrofit to 2005 Moved by Councillor West Seconded by Councillor Wallace THAT the Yonge Street street lighting retrofit be deferred to 2005 at a cost savings of $91,000. CARRIED Public Works – Delete Funding for Traffic Calming Measures Moved by Councillor West Seconded by Councillor Wallace THAT the funding for Traffic Calming Measures in the amount of $20,000 be deferred to 2005. DEFEATED Public Works – Defer Recruitment of a Waste Co-ordinator Moved by Councillor West Seconded by Councillor Kean THAT the recruitment of a Waste Co-ordinator be deferred until 2005 for a cost savings of $18,892. CARRIED Leisure Services – Parks Division Operations – Defer Recruitment of Full Time Horticulturalist Moved by Councillor Hogg Seconded by Councillor West THAT the recruitment of a full time Horticulturalist be deferred until 2005 for a cost savings of $8,187. CARRIED Leisure Services – Parks Division Operations – Defer Contracting Survey Consultants Moved by Councillor West Seconded by Councillor Hogg THAT the allocation of $10,000 for the contracting of Survey Consultants remain in the budget. CARRIED Leisure Services – Leisure Complex Holiday Hours of Operation Moved by Councillor Hogg Seconded by Councillor Buck THAT the funding for the Leisure Complex to remain open on statutory holidays for limited hours of operation at a cost of $6,060 be maintained. CARRIED Leisure Services – Special Events Grants Moved by Councillor Hogg Seconded by Councillor Buck THAT the allocation for the following special events grants be reduced as follows: Community Recognition Awards $ 750 Canada Day $ 8,500 Santa Claus Parade $ 2,500 First Night $ 750 Arctic Adventure $ 2,000 TOTAL $14,500 for a net savings of $12,500. CARRIED Leisure Services – User Fee Increase Effective July 1, 2004 Moved by Councillor West Seconded by Councillor Buck THAT staff implement an increase of 5% to all program and membership fees, effective July 1, 2004, resulting in an additional revenue of $24,500. CARRIED Leisure Services – Eliminate Operation of Flipside Skate Board Park for 2004 Moved by Councillor West Seconded by Councillor Hogg THAT the allocation of $10,260 for the operation of the Flipside Skate Board Park remain in the budget. CARRIED Planning – Phase-in Recruitment of New Staff in the Planning Department Moved by Councillor West Seconded by Councillor Hogg THAT the recruitment of the Policy Planner be deferred to July 1, 2004 and the Community Planner to September 2004 for a savings of $45,000. CARRIED Aurora Public Library – Delay Staffing Level Adjustments Moved by Councillor West Seconded by Councillor Buck THAT the staffing level adjustment at the Aurora Public Library be delayed to the last quarter of 2004 at a savings of $19,710. CARRIED Aurora Public Library – Eliminate Monday Opening Moved by Councillor West Seconded by Councillor Wallace THAT the funding to implement the Monday opening of the Aurora Public Library, based on an 8 hour service day for 6 months, at a cost of $43,750 which represents a savings of $41,300, be approved. CARRIED Moved by Councillor Vrancic Seconded by Councillor Kean THAT the Committee receive Report TR04-009 and the information contained in Appendix “G”, being those items for which Council on March 23, 2004, requested staff to provide an explanation where the 2004 Budget allocations are more that 10% greater than the 2003 Actual expenditures; and Special General Committee Report No. 04-12 Page 7 of 7 Saturday, April 17, 2004 THAT staff report on the full implications of imposing a one time tax levy for 2004 of an additional 2%, to be allocated as a capital contribution to the new Recreation Complex to offset capital costs in 2005 for the project; and THAT the 2004 Final Operating and Capital Fund Budgets be referred to the Council Meeting on April 27, 2004 for final review and approval.
