MINUTES - General Committee - 19990916 TOWN OF AURORA General Committee Meeting No. 10-99 Council Chambers Time: 7:30 p.m. Aurora Town Hall Thursday, September 16, 1999 ATTENDANCE COMMITTEE MEMBERS Councillor West in the Chair; Mayor Jones, Councillors Griffith, Hartwell, Healy (8:00 p.m.), Hinder, Hogg and McKenzie. Councillor Morris was absent due to a family matter. OTHER ATTENDEES Chief Administrative Officer, Director of Corporate Services/Town Clerk, Director of Planning, Director of Building Administration, Director of Public Works, Fire Chief, Treasurer, and Council/Committee Secretary. DECLARATIONS OF INTEREST There were no declarations of interest under the Municipal Conflict of Interest Act. APPROVAL OF AGENDA #1. Moved by Councillor Hogg Seconded by Councillor McKenzie THAT the content of the Agenda as circulated by the Corporate Services Department be approved as outlined herein with the additions of delegation requests from Mr. Larry White re: Proposed Parking Restrictions on Milloy Place and Hawtin Lane and Mr. Robert Burnett re: PL99-089-266. CARRIED PRESENTATIONS George Timpson, Chair, Traffic Safety Advisory Board re: TSAB Traffic Study Mr. George Timpson, Chair of the Traffic Safety Advisory Board spoke regarding the Traffic Safety Study Phase II Report with respect to proposed collector roads, the Radar Board Policy and the proposed Road Watch program. He advised that the Study identified that Dunning Avenue, Golf Links Drive, Haida Drive and Mark Street are functioning as collector roads. Mr. Timpson reviewed the recommendations of the Traffic Safety Advisory Board relating to speed limits for local roads and collector roads and urged Council to approve the recommendations. Mr. Timpson further stated that the radar display board system is now functioning and that the preliminary studies were conducted. He outlined the process for utilizing the system as proposed by the Traffic Safety Advisory Board. R E P O R T General Committee Report No. 10-99 Page 2 Thursday, September 16, 1999 With respect to the proposed Road Watch program, Mr. Timpson indicated that the four High Schools in Aurora, the School Boards and the York Regional Police were informed of the program. The Committee was advised that the Traffic Safety Advisory Board is proposing to conduct fundraising initiatives and that Council’s contribution towards this endeavour was requested. The Committee requested that the Treasurer provide information at the September 22, 1999 Council meeting on the amount of funds available for the pay duty radar. #2. Moved by Mayor Jones Seconded by Councillor Hogg THAT the designations and acceptance of the collector roads as described in the Traffic Safety Advisory Board Report be included in the next Official Plan opportunity; THAT staff be authorized to implement the use of the radar board in accordance to a policy to be developed similar to the pay duty radar policy; and THAT the road watch program be referred to staff for an implementation plan which would include investigating various fund raising options. CARRIED DELEGATIONS Brad Watson, Resident re: Speeding and Reckless Driving on Brookland Avenue and Fairway Drive Mr. Watson spoke regarding the traffic problems at the intersection of Brookland Avenue and Fairway Drive. With the aid of a street map he explained the geometric design of the road as it relates to hazardous situations. Mr. Watson indicated that due to the lack of stop signs and centre line at this intersection, the area is subject to reckless driving and speeding. He expressed concerns regarding safety in the area and asked Council for a timely decision to correct the situation. #3. Moved by Councillor Hinder Seconded by Councillor McKenzie THAT Staff be directed to prepare a report for the September 22, 1999 Council Meeting respecting this intersection. CARRIED Roger Beaman on Behalf of Bayview Wellington re: Report PL99-075-242 – Proposed Official Plan Amendment and Zoning By-law Amendment, Bayview Wellington North Mr. Roger Beaman, solicitor for Bayview Wellington provided an overview of the concept Plan for the Bayview Wellington North proposal, which he indicated, has changed considerably to address the concerns of Council with respect to density, road pattern, parking and garages. The Architect for the proposal highlighted the features of the plan, which included a school park concept, trail system, garage designs and parking spaces. Mr. Beaman requested Council’s endorsement of the recommendation as amended in the Staff Report. #4. Moved by Councillor Hogg Seconded by Councillor Hartwell THAT the comments of the delegates be referred for consideration with Report PL99-075-242. General Committee Report No. 10-99 Page 3 Thursday, September 16, 1999 CARRIED Stephen Denison, Resident re: Proposed Parking Restrictions on Milloy Place and Hawtin Lane Mr. Stephen Denison expressed concerns with the proposed parking restrictions for Milloy Place and Hawtin Lane. He pointed out that the number of on-street parking spaces on the west and east side of Milloy Place as indicated in the Report is incorrect due to the presence of a supermail box and fire hydrant. He also noted that to allow parking on the corner of the street would be dangerous. Mr. Denison concluded by recommending that the street be widened. #5. Moved by Councillor Hogg Seconded by Councillor Hinder THAT the comments of the delegate be referred for consideration with Report PW99-048-251. CARRIED Steve White, Resident re: Proposed Parking Restrictions on Milloy Place and Hawtin Lane Mr. Steve White expressed concerns with the proposed parking restriction on Milloy Place and Hawtin Lane suggesting that this restriction would affect the resale value of their homes and interfere with the enjoyment of their homes. He indicated that the homeowners on the east side of Milloy Place would be more affected due to the proximity of the sidewalk to their homes and because of this they have lost an additional parking space in their driveways. He indicated his opposition to the proposed parking restrictions and suggested that the problem be resolved by widening the street and relocating the sidewalk. #6. Moved by Councillor Hogg Seconded by Councillor Hartwell THAT the comments of the delegate be referred for consideration with Report PW99-048-251. CARRIED Larry White, Resident re: Proposed Parking Restrictions on Milloy Place and Hawtin Lane Mr. Larry White questioned Council’s approval of a developer’s request for a 7.5 meter road; and asked why Council did not force the developer to advise prospective purchasers of these restrictions and why did Council direct staff to meet with the residents and when the residents voted that the situation be left as is, their request was ignored. Mr. White concluded by recommending that parking be allowed alternately on each side of the road on a monthly basis. The Committee requested that staff respond back on the rationale for approval of 7.5 meter road width in the Town of Aurora. #7. Moved by Mayor Jones Seconded by Councillor Hogg THAT the comments of the delegate be referred for consideration with Report PW99-048-251. CARRIED Mr. Robert Burnett re: PL99-089-266 – Bayview Northeast (2B) Secondary Plan General Committee Report No. 10-99 Page 4 Thursday, September 16, 1999 Mr. Robert Burnett expressed concerns with the responses contained in Report PL99- 089-266 regarding the submission from Brutto Consulting on behalf of Robert and Stewart Burnett with respect to extending the boundary line to include their whole property in the Secondary Plan. He urged Council to approve their request to include all of the land holding in the 2b Secondary Plan. #8. Moved by Mayor Jones Seconded by Councillor Hogg THAT the comments of the delegate be referred for consideration with Report PL99-089-266. CARRIED CORRESPONDENCE AND PETITIONS York Region Community Coalition of Falls and The Elderly re: Request for Proclamation – “Falls Prevention Week”, September 20-26, 1999 in the Town of Aurora #9. Moved by Councillor Griffith Seconded by Councillor McKenzie THAT September 20-26, 1999 be proclaimed “Falls Prevention Week” in the Town of Aurora. CARRIED Memorandum from Councillor Hartwell re: Proposed Parking Revisions along Yonge Street #10. Moved by Councillor Hartwell Seconded by Councillor Griffith THAT the continuation of the current No Parking restriction on both the east and west sides of Yonge Street from a point 30m south of Wellington, north to Wellington be referred to the September 22, 1999 Council Meeting. CARRIED #11. Moved by Councillor Hartwell Seconded by Councillor Griffith THAT the existing 1-hour parking restriction on Yonge Street be amended to allow for 2-hour parking restriction. DEFEATED Memorandum from Councillor Hogg re: Stop Lights at Yonge Street and St. John’s Sideroad #12. Moved by Mayor Jones Seconded by Councillor Hogg THAT the Region of York be requested to investigate alternate measures to alert motorists of the impending stoplight at Yonge Street and St. John’s Sideroad. CARRIED Memorandum from Councillor Hogg re: Aurora Day at the Metro Toronto Zoo General Committee Report No. 10-99 Page 5 Thursday, September 16, 1999 #13. Moved by Councillor Hogg Seconded by Mayor Jones THAT the request be referred to Staff to investigate the opportunity for an Aurora Day at the The Metro Toronto Zoo including staff costs and time and to report back to Council. CARRIED Memorandum from the Director of Planning re: Proposed Official Plan Amendment, Part of Lots 84 and 85, Concession 1 EYS, Bayview Wellington North, D09-07-95 #14. Moved by Mayor Jones Seconded by Councillor Hogg THAT the matter be referred to staff for a report. CARRIED STAFF REPORTS PW99-048-251 – Proposed Parking Restrictions on Milloy Place and Hawtin Lane; and Delegations of Stephen Denison, Steve White and Larry White The Fire Chief presented photographs of the dimensions of the fire emergency vehicles and explained the difficulties that were encountered with parked vehicles on a similar street as well as operating difficulties encountered by emergency vehicles. A video was shown of parked vehicles on both sides of a similar street in Aurora and the impact on emergency vehicles. #15. Moved by Councillor Hogg Seconded by Councillor Griffith THAT parking be prohibited at anytime: 1. on the east side of Milloy Place from Stone Road to a point 143 metres south therefrom; 2. on the west side of Milloy Place from a point 148 metres south of Stone Road to a point 179 metres further south therefrom, and 3. on the west side of Hawtin Lane from Stone Road to the terminus. THAT parking be prohibited in front of Block 9; and THAT Staff be directed to bring back a Parking Policy for review and to integrate the proposed changes in the standards. CARRIED PL99-075-242 - Proposed Official Plan Amendment and Zoning By-law Amendment, Part of Lots 84 and 85, Concession 1 EYS, Bayview Wellington North, Files D09-07-95 #16. Moved by Councillor Hogg Seconded by Councillor Griffith THAT Council endorse the Policy Basis and Principles Report from H.B.R. Planning Centre as the basis on which to formulate the proposed Official Plan Amendment for Bayview Wellington North with the following amendments: • Section 2.2 Density be altered in point d) to indicate that not more than 42% of all housing units shall be on frontages between 35 feet and 40 General Committee Report No. 10-99 Page 6 Thursday, September 16, 1999 feet, and that point e) be altered to indicate that not more than 22 % of all housing units shall be on frontages less than 30 feet; • Section 2.3 Traffic be amended to include a statement to ensure that road widths are adequate to safely accommodate on street parking; • Section 2.6 be amended to include a statement that urban design guidelines will be used to in conjunction with streetscape plans to de- emphasize the predominance of garages on residential streets. THAT staff be directed to bring an Official Plan Amendment changing the designation on the lands from “Prestige Industrial”, “General Industrial” and “Major Public Open Space” to the appropriate residential and other associated designations when the amendment has been finalized. The amendment should include provisions to cap the net residential density at 12.96 upa yielding a maximum of 755 residential units in a mixture of housing types; and THAT staff continue working with the applicant regarding the subdivision design and zoning by-law details so that all issues are addressed to the satisfaction of the Town; REFERRAL: Upon the question of the adoption of the recommendation, it was: #17. DEFEATED The recommendation was CARRIED BA99-011-263 - Variance to Sign By-law 14729 Yonge Street, Proposed Canadian Tire Gas Bar #18. Moved by Councillor McKenzie Seconded by Councillor Hartwell THAT Council approve the request for a variance to Sign By-law #3400- 92, as amended, to permit a read-o-graph wall sign on the west face of the kiosk to a maximum of 50%. CARRIED CO99-045-264 - By-law to Regulate and License Cats The Committee suggested a number of changes to the proposed By-law and requested staff to review the By-law incorporating the proposed changes. #19. Moved by Mayor Jones Seconded by Councillor Griffith THAT the By-law be referred back to staff for further review. CARRIED FI99-016-265 - Public Fire Extinguisher and Carbon Monoxide Education #20. Moved by Councillor Hinder Seconded by Councillor Hartwell THAT Report FI99-016-265 Public Fire Extinguisher and Carbon Monoxide Education, be received as information. CARRIED General Committee Report No. 10-99 Page 7 Thursday, September 16, 1999 PL99-089-266 - Bayview Northeast (2b) Secondary Plan Provincially Significant Wetland Area, Density Issues, Burnett Lands; and Delegation of Robert Burnett #21. Moved by Mayor Jones Seconded by Councillor Griffith THAT Report PL99-089-266 respecting the East Aurora Wetland Complex, the density provisions as they apply to the Bayview Northeast (2b) Secondary Plan, and the Secondary Plan Boundary as it applies to the Burnett Property, be received for information and referred to the Public Planning Meeting regarding the Secondary Plan scheduled for September 23, 1999; THAT staff be authorized to instruct the consulting team to prepare an addendum to the Environmental Management Strategy to address the limits of development adjacent to the East Aurora Wetland Complex. CARRIED #22. Moved by Councillor Healy Seconded by Councillor Griffith THAT Staff pursue and advise Council on all available options to obtain the land to complete the wildlife park.
