II APPROVAL OF AGENDA Moved by Councillor Gaertner Seconded by Councillor Pirri THAT the agenda as circulated by the Customer and Legislative Services Department, with the following additional item, be approved:  Memorandum from Neil Garbe, Chief Administrative Officer Re: Closed Session Agenda from April 5, 2011 General Committee Meeting CARRIED III ADOPTION OF MINUTES Council Minutes of March 29, 2011 Moved by Councillor Ballard Seconded by Councillor Humfryes THAT the Council minutes of March 29, 2011 be adopted as printed and circulated. CARRIED Council Meeting Minutes Tuesday, April 12, 2011 Page 2 of 7 Special Council - Public Planning Minutes of March 23, 2011 Moved by Councillor Gallo Seconded by Councillor Pirri THAT the Special Council - Public Planning minutes of March 23, 2011 be adopted as printed and circulated. CARRIED IV PRESENTATIONS (a) Ms Nadia DeFreitas, Volunteer Member, Board of Directors, Literacy Council York-Simcoe Re: Adult Literacy, Live it Up for Literacy Campaign for Literacy Council York-Simcoe Ms Nadia DeFreitas provided Council with a brief history on the Literacy Council York-Simcoe (LCYS) and the benefits to adults in this community. She noted that the LCYS mission is to improve reading, writing and math skills in York-Simcoe. Ms DeFreitas said that LCYS encourages the development of foundational, essential, employment and life skills through the programs they offer and that over 300 adults received help in 2010. She stated that these adults with improved skills found jobs, achieved their goals, and earned high school diplomas. Ms DeFreitas challenged the Town of Aurora to participate in the recently launched fundraising campaign entitled “Live it Up for Literacy” that runs from April 1 to June 1, 2011. Moved by Councillor Ballard Seconded by Councillor Gallo THAT Council receive the comments of the delegate. CARRIED V PUBLIC SERVICE ANNOUNCEMENTS Councillor Humfryes noted that the Aids Committee of York Region fundraiser “Taste for Life” is being held on April 27, 2011 and that there are several restaurants participating. She encouraged Council and residents to participate. VI DETERMINATION OF ITEMS REQUIRING SEPARATE DISCUSSION Items 1(5) and 1(7) were identified for discussion. VII ADOPTION OF ITEMS NOT REQUIRING SEPARATE DISCUSSION Items 1 (with the exception of subsections 5 and 7), and 2 were identified as items not requiring separate discussion. Moved by Councillor Abel Seconded by Councillor Thompson THAT the following recommendations respecting the matters listed as “Items not Requiring Separate Discussion” be adopted as submitted to Council and staff be authorized to take all necessary action required to give effect to same: Council Meeting Minutes Tuesday, April 12, 2011 Page 3 of 7 1. General Committee Meeting Minutes of April 5, 2011 THAT the minutes of the General Committee meeting of April 5, 2011 be received and the recommendations carried by the Committee be approved with the exception of subsections 5 and 7. 2. Special General Committee – Operating and Capital Budgets Minutes of March 21, 2011 (Continued on March 28 & April 5, 2011) THAT the minutes of the Special General Committee – Operating and Capital Budgets meeting of March 21, 2011 (Continued on March 28 & April 5, 2011) be received. CARRIED VIII DELEGATIONS None IX CONSIDERATION OF ITEMS REQUIRING SEPARATE DISCUSSION Moved by Councillor Gaertner Seconded by Councillor Ballard THAT the Procedural By-law be waived to allow for discussion on the memorandum that was added to the agenda. DEFEATED 1. General Committee Meeting Minutes of April 5, 2011 (7) Deferred from General Committee Meeting of March 1, 2011 (Item 6) PR11-005 – Youth Needs Analysis Moved by Councillor Pirri Seconded by Councillor Abel THAT Council adopt the recommendations outlined in the report; and THAT Council adopt the Implementation Schedule outlined in this report; and THAT the Terms of Reference for the Architectural Consultant Study be brought back to General Committee for review and approval prior to the issuance of the Request for Proposal; and THAT up to the amount of $50,000 be placed in the 2011 Capital Budget for the Architectural design study of the Youth Centre. General Committee Meeting Minutes of April 5, 2011 (5) CLS11-008 - Terms of Reference for Advisory Committees Moved by Councillor Gaertner Seconded by Councillor Pirri THAT Council receive report CLS11-008; and THAT the proposed revised Terms of Reference for the Economic Development Advisory Committee, Environmental Advisory Committee, Heritage Advisory Committee, Parks and Recreation Advisory Committee, and the Trails Sub-Committee be adopted with the following amendments: THAT the Duties and Functions of the Environmental Advisory Committee continue to include “Support development and education of the public on energy conservation initiatives”, and the objective “Advise Council on possible green issues” be added, and the membership continue to include seven (7) citizen members; and THAT the Parks and Recreation Advisory Committee citizen membership be four (4) citizen members and one (1) member from Sport Council; and THAT all Committees shall begin by meeting on a monthly basis. CARRIED Mayor Dawe resumed the Chair at 8:19 p.m. (c) Motion for Which Notice Has Been Given: Councillor Abel Re: Aurora Festival of the Arts $5,000 Platinum Sponsorship Package Moved by Councillor Abel Seconded by Councillor Pirri THAT staff review the $5,000 Platinum Sponsorship Package for the Aurora Festival of the Arts and report to Council prior to the funds being released. CARRIED Council Meeting Minutes Tuesday, April 12, 2011 Page 5 of 7 (d) Motion for Which Notice Has Been Given: Councillor Buck Re: Downtown Heritage Lamps Moved by Councillor Buck Seconded by Councillor Abel Whereas $150,000 is available to the municipality from SmartCentres for use in the downtown area; and Whereas some of the heritage lamps are showing wear and may need to be replaced; NOW THEREFORE BE IT RESOLVED THAT staff be directed to identify and report back to Council on the costs associated with the replacement of any heritage lamps as required. CARRIED (e) Motion for Which Notice Has Been Given: Councillor Buck Re: Petch House Moved by Councillor Buck Seconded by Councillor Abel Whereas $50,000 is available to the municipality for the relocation of the Petch House to a specific site; and Whereas the resource will be forfeited, if no use can be identified; NOW THEREFORE BE IT RESOLVED THAT Parks and Recreation Department staff be directed to report to Council on a possible use and location for the Petch House within the park system; and THAT a plan for practical and economical restoration be presented to Council. CARRIED (f) Motion for Which Notice Has Been Given: Councillor Thompson Re: Sponsorship Policy Moved by Councillor Thompson Seconded by Councillor Humfryes THAT staff be directed to develop a policy on sponsorship. CARRIED XI REGIONAL REPORT York Regional Council Highlights – March 24, 2011, Mayor’s Report Moved by Councillor Humfryes Seconded by Councillor Thompson THAT the Regional Report be received for information. CARRIED Council Meeting Minutes Tuesday, April 12, 2011 Page 6 of 7 XII NEW BUSINESS/GENERAL INFORMATION – COUNCILLORS Councillor Gaertner inquired when the budget would be brought forward for consideration and approval. The Director of Corporate and Financial Services responded that it will be presented to Council at its meeting on April 26, 2011. Councillor Gaertner requested refreshment and food when meetings are scheduled for an early start. Councillor Ballard noted that the Aurora Historical Society is presenting an exceptional show entitled “Arresting Images from the OPP Museum” at the Aurora Cultural Centre from April 2 until May 19, 2011. Councillor Gaertner invited Council to participate, along with Lieutenant Governor, The Honourable David C. Onley, who will be in attendance, at the “Lieutenant Governor Simcoe’s Levee in Honour of Our Rangers” being held on May 11, 2011 at the Aurora Cultural Centre from 6:00 p.m. to 9:00 p.m. This fundraiser helps families of soldiers in need. Mayor Dawe reminded everyone that the Aurora Home Show is being held this weekend and encouraged all to come out for a visit. XIII CLOSED SESSION None XIV READING OF BY-LAWS Moved by Councillor Buck Seconded by Councillor Thompson THAT the following listed by-laws be given first, second, and third readings, and enacted: 5323-11 BEING A BY-LAW to acquire lands for municipal purposes (Case Woodlot Lands). (Report CAO11-006 – Council March 29, 2011) 5326-11 BEING A BY-LAW to amend Parking By-law Number 4574-04.T. as amended, with respect to parking on Murray Drive (Report IES11-013 – GC April 5, 2011) 5327-11 BEING A BY-LAW to appoint Animal Control the Town of Aurora’s Animal Control By-laws.
