Following Open Forum the Mayor called the meeting to order at 7:10 p.m.
I DECLARATIONS OF PECUNIARY INTEREST
Councillor Vrancic declared an interest in By-law 4349-02.D and item # 6(2)
by virtue of a solicitor-client relationship and did not take part in or vote on any
questions in this regard or attempt in any way to influence the voting on such
questions.
II APPROVAL OF AGENDA

THAT the content of the Agenda be approved as presented with the

IV PRESENTATIONS
Presentation of National Achievement Certificates to
Jennifer Dakin, Amy Thomas, Michelle MacMartin and
Taylor Jenkins from Skate Canada
Mayor Jones congratulated Jennifer Dakin, Amy Thomas, Michelle MacMartin
and Taylor Jenkins for their many years of hard work, hours of practice and
their dedication. Mayor Jones presented each a National Achievement
Certificate as well as a gold metal for dance.
Presentation of a plaque to the Town of Aurora
from Rosemay Schumaker, Area Manager of the
Welcome Wagon
Rosemay Schumaker, Area Manager of the Welcome Wagon presented the
Town of Aurora with the 2001 Community of the Year Plaque. Ms Schumaker
advised Council of the Welcome Wagon’s many visits to new families, new
parents, brides to be, new businesses and retiring residents. Mayor Jones
thanked Ms Schumaker for the Community of the Year Plaque and all the
members of the Welcome Wagon for their hard work.
Presentation of the Historical Quilt of Aurora from
Mr. Andy McPherson, President of the Aurora
Agricultural Society
Mr. McPherson advised Council that the quilt was made during the last two
Agricultural Fairs and is an example of how the fair promotes community
work. The Region of York Quilter’s Guild and the Moraine Quilt Guild made
the quilt for the Town of Aurora. Mayor Jones thanked the Agricultural
Society for the beautiful quilt and advised that an honorable place will be
found within the Town Hall for its display.
V DETERMINATION OF ITEMS REQUIRING SEPARATE DISCUSSION
Items 6(2) and 6(6) were identified for discussion.
VI ADOPTION OF ITEMS NOT REQUIRING SEPARATE DISCUSSION
Moved by Councillor Timpson Seconded by Councillor Griffith
THAT the following recommendations respecting the matters listed as “Items
not Requiring Separate Discussion” be adopted as submitted to Council and
Staff be authorized to take all necessary action required to give effect to
same:
1. LS02-008 - Church Street School Renovation Process
THAT Council endorse the Project Schedule in the renovations to
Church Street School;
THAT Council sanction the proposed arrangement for temporary
relocation of the user groups from Church Street School during the
period of construction;
THAT Council authorize the Mayor and Clerk to execute the Contract
with the Ministry of Tourism, Culture and Recreation to receive the
Provincial/Federal funding;

THAT staff be directed to report back on the final extent of the
structural work to be undertaken and results of the approval process
with the Ontario Heritage Foundation prior to initiating the Tender
process.
2. LS02-026 - Award of Tender LS2002-20 – Roof Repairs at the
Aurora Family Leisure Complex
THAT Tender LS2002-20, Aurora Family Leisure Complex Roof
Project be awarded to Roxson Contractors (1991) Ltd. at its bid price
of $174,800 excluding G.S.T.
THAT staff be granted the authority to adjust the funding source to
address contingency needs, as necessary, to a maximum of $15,000.
3. LS02-027 - Agreement to Indemnify - Hugh and Shirley Cousins
THAT the Mayor and Clerk be authorized to execute an Agreement to
Indemnify Mr. and Mrs Cousins.
4. LS02-028 - Property Use Agreements/Indemnity Agreement
1. THAT Council authorize the Mayor and Clerk to execute a Property
Use Agreement between the Town of Aurora and 1207309 Ontario
Inc. (Magna); and
2. That Council authorize the Mayor and Clerk to execute a Property
Use Agreement between the Town of Aurora, the Aurora Youth
Soccer Club Inc. and Chilldan Developments Inc.
5. TR02-010 - Municipal Property Tax Rates for 2002
THAT the Director of Finance/Treasurer’s report TR02-010 “Municipal
Property Tax Rates for 2002” be received.
THAT the 2002 property tax rates to be applied to the 2001 Assessment Roll
as returned for taxable properties in the 2002 taxation year be set for Town of
Aurora municipal services as follows:

THAT By-law 4343-02.F establishing the 2002 tax rates for the Town of
Aurora be approved and given three readings at the May 28, 2002 Council
Meeting.
THAT Council endorse Regional Municipality of York By-law A-0303-2002-
020, being a by-law to provide a tax rebate equal to one hundred percent
(100%) of the taxes paid by Royal Canadian Legions and Veterans
Associations.
7. LSAC02-05 - May 9 th, 2002, Leisure Services Advisory
Committee Meeting
THAT Report LSAC02-05 of the Leisure Services Advisory Committee
be received for information;
THAT the Leisure Services Advisory Committee support, in principal,
the Aurora Youth Soccer Club’s plans to erect a Soccer Bubble on
Sheppard’s Bush;
THAT the Public/Private Partnership - Draft Request for Consulting
Services be adopted as amended.
THAT the Committee endorse the Town Park Master Plan and concept
designs associated with the proposed replacement bandshell and
washroom facilities.
8. TSAB02-009 - May 8, 2002, Traffic Safety Advisory Board
Meeting
THAT the Committee Record of the Traffic Safety Advisory Board
Meeting held on May 8, 2002 be received as information.
THAT the following recommendations of the Board be adopted:
1. Parking Concerns on Stiles Avenue
(i) THAT the request to change the existing parking
prohibitions on Stiles Avenue from the east side to the west side
be denied.
2. Parking Concerns on Murray Drive
(i) THAT parking be prohibited on the east side of Murray
Drive from 9 meters south to 9 meters north of the
entrances/exits to Wellington Towers.
9. General Committee Meeting Report No. 02-09
Tuesday, May 21, 2002
THAT the Report of the General Committee Meeting No. 02-09 be
received and the recommendations carried by the Committee be
adopted.

VII DELEGATIONS

VIII CONSIDERATION OF ITEMS REQUIRING SEPARATE DISCUSSION
Councillor Vrancic, having previously declared an interest in recommendation No. 2
of item 6, did not take part in the vote called for in regard to the adoption of that
portion of the item.
6. LACAC02-05 - May 13, 2002, Local Architectural Conservation
Advisory Committee Meeting
Moved by Councillor MacEachern Seconded by Councillor Pedersen
1. THAT the Committee Record of the L.A.C.A.C. Meeting held on
May 13, 2002, be received and endorsed; and
The Red House 237/253 Yonge St. .
2. That staff be directed to initiate the process for the designation of
the Red House in accordance with The Ontario Heritage Act, and
that appropriate notices be placed in the newspaper commencing
in June; and
That the Town engage the services of Fayle and Associates to
undertake the heritage study/report of the Red House at an upset
limit of $1,500.
17 Church St. - Renovations
3. That LACAC has no objections to the proposed rear porch
renovations to 17 Church St. as presented in the applicant’s
correspondence and plan.
Cobblestone Lodge Retirement Home 15029 Yonge St.
4. That LACAC has no comments on the proposed rezoning
application to the Cobblestone Lodge Retirement Home at
15029 Yonge St.
36 Wells St. Plaque
5. That a historical plaque be presented to the owners of 36 Wells
St. and that this presentation be made at a future Council
meeting.

6. That the item be referred back to the Committee.

Council Resolution April 23, 2002 – Heritage Resource Area
7. That the extract from Council regarding the proposed heritage
resource area review be received, and that Planning staff be
requested to prepare the necessary report as outlined in the
extract for presentation to Council by the end of September.

Architectural Artifacts
8. That the Leisure Services Dept. be requested to move and store
the architectural artifacts currently at the Church St. School
Museum while renovations are underway.

IX REGIONAL REPORT
Mayor Jones advised that the members of Regional Council approved a
recommendation from the Interviewing Committee that Michael Garrett be
named the new Regional C.A.O.
X OTHER BUSINESS, COUNCILLORS
Councillor Griffith advised of another personal injury at the intersection of
Cameron and Royal Road which is a two way stop, however motorists believe
it's a four way stop and this may be the cause of the accidents.

THAT this item be referred to the Traffic Safety Advisory Committee for
review and a report to Council.

Councillor Kean requested the status of a report from the Region with regards
to incineration and was advised by the Clerk that a report has been received
and will be on next weeks General Committee Agenda.
Councillor Kean requested an update from the Director of Building regarding
the Tyler and George Street, Resthaven construction and the protection of
some trees on the property. Councillor Kean advised that complaints from
residents have been received because construction has continued without a
permit from the Town. The Director of Building advised that on Friday the
contractor was informed to stop construction, the owner of the property was
also spoken to and a letter was sent on Monday indicating that the property is
under site plan control and construction cannot commence until an agreement
has been signed.
Councillor MacEachern also inquired about the trees located at this site and
was advised that if these trees are marked for tree preservation, the two feet
surrounding them should be increased and the Director of Leisure Services
will investigate.
Councillor Wallace advised that this weekend will be the 7th Annual Street
Festival along Yonge Street. Five hundred and seventy booths have been
sold and the response has been tremendous. The event will take place on
Sunday June the 2nd from noon until 5:00 p.m. and Yonge Street will be
closed from Wellington Street to Murray Street and two mini trains will be
provided for transportation.
Mayor Jones, on behalf of the Town of Aurora, thanked the Northern Lights
Running and Walking Club who represented us on the Persechini Run
Walkathon volunteering their own time.
