MINUTES - Council - 20010123 TOWN OF AURORA GENERAL COMMITTEE MEETING REPORT NO. 02-01 Council Chambers Aurora Town Hall Tuesday, January 23, 2001 ATTENDANCE COMMITTEE MEMBERS Councillor Wallace in the Chair; Mayor Jones, Councillors Kean, MacEachern, Pedersen, Timpson, Vrancic, Wallace and West. Councillor Griffith was absent on vacation. OTHER ATTENDEES Chief Administrative Officer, Director of Corporate Services/Town Clerk, Director of Planning, Director of Building Administration, Director of Leisure Services, Director of Public Works/Acting Fire Chief, Treasurer, Solicitor and Council/Committee Secretary. The Chair called the meeting to order at 7:00 p.m. I DECLARATIONS OF INTEREST There were no declarations of interest under the Municipal Conflict of Interest Act. II APPROVAL OF AGENDA Moved by Councillor West Seconded by Mayor Jones THAT the content of the Agenda as circulated by the Corporate Services Department be approved as presented with the substitution of revised Report No. LS01-001. CARRIED III DETERMINATION OF ITEMS REQUIRING SEPARATE DISCUSSION Items 1 and 2 were identified for discussion. General Committee Meeting No. 02-01 Page 2 Tuesday, January 23, 2001 IV ADOPTION OF ITEMS NOT REQUIRING SEPARATE DISCUSSION Moved by Councillor West Seconded by Mayor Jones THAT the following recommendations respecting the matters listed as “Items not Requiring Separate Discussion” be adopted as submitted to Council and Staff be authorized to take all necessary action required to give effect to same: 3. TR01-003 - Delegation of the Responsibility for the Setting of Tax Ratio THAT Report TR01-03 “Delegation of the Responsibility for the Setting of Tax Ratio” be received for information. THAT Council request the Region of York to petition the Minister of Finance requesting a further extension of the deadline for delegation of the responsibility for the setting of Tax Ratio's from February 28, 2001 to April 30, 2001. THAT prior to the current regulated deadline, staff report back to Council on the status of the delegation of the responsibility for the setting of Tax Ratios to the lower tier municipalities for the 2001 taxation year. 4. TR01-005 - 2001 Residential Meter Reading Contract THAT Council approve the awarding of a six month contract commencing January 2001, with an option for six additional months on a month to month basis for residential meter reading to TRT Meter Reading Services at a rate of $0.34 per meter. 5. Memorandum from Chief Administrative Officer re: Town of Aurora 2000 Annual Report THAT the Town of Aurora 2000 Annual Report be received as information. CARRIED V DELEGATIONS 1. Gary Sinjakewitsch re: Progress of Roadwatch Program; Waste Disposal and Composting The Chair advised that the delegate had previously withdrawn his delegation. 2. 3rd Aurora Scouts re: Request to Waive Fees for Ice Rental at the Community Centre Mr. Ado Strentse representing the Scouts of 3rd Aurora requested the Committee to waive the fees for renting the ice at the Community Centre on April 1, 2001. He advised that the usage of the ice would be used to help raise funds for the Aurora Scouts who would be attending the National Jamboree in Prince Edward Islands. Moved by Councillor West Seconded by Mayor Jones THAT the matter be referred to the Director of Leisure Services for a report on the number of requests that have been submitted for ice fee waiver as well as whether this request may fit the grants criteria. Metrus Development Inc. re: Development Proposal for Lands Located at the Northeast Corner of Bayview Avenue and Wellington Street Mr. Fraser Nelson, representing Preserve Homes Inc. presented a development proposal for lands located at the northeast corner of Bayview Avenue and Wellington Street. He indicated that the proposal is for medium and low density executive single detached dwellings and townhouses. Mr. Garry Watchorn, Urban Designer for the development provided details of the proposal. He advised that the proposed development would maintain the architecture of similar houses in Aurora and that it would be the image Aurora is looking for. He stated that the development would fit within the OPA 30 requirements and that the plan reflects the Town's Secondary Plan. Mr. Nelson requested the Committee to defer their portion of the lands from OPA 30 which is scheduled for an Ontario Municipal Board hearing in February 2001 in order to allow staff and the applicant to review their application. Moved by Mayor Jones Seconded by Councillor West THAT the matter be referred to staff for a report on the history of the site and the financial impact of the proposed change. CARRIED VI CONSIDERATION OF ITEMS REQUIRING SEPARATE DISCUSSION 1. ADM01-002 - Administrative Procedure No. 55 Real Estate Sales, Purchases and Leases Moved by Councillor Vrancic Seconded by Councillor MacEachern THAT the Report and the By-law be deferred in order that they can be circulated to the public for input on the proposed policy and that the comments be submitted to staff within one month; and THAT Council members provide their comments on the proposed policy to staff within one month. CARRIED 2. LS01-001 - Leisure Services Programs Division – Minor Staff Re-Alignment Moved by Councillor West Seconded by Mayor Jones THAT effective February 1, 2001 Council approve the re-alignment of the full-time compliment within the Leisure Services Department as set out on the Appendix hereto; and THAT Council approve the creation of one (1) new full-time position of Special Events Co-ordinator. CARRIED VII IN CAMERA Personnel Matters Moved by Mayor Jones Seconded by Councillor West THAT this Committee proceed In Camera to address personnel matters.
