Moved by Councillor McKenzie Seconded by Councillor Healy THAT the Report of the General Committee Meeting No. 05-98 be received and the recommendations carried by the Committee be adopted. CARRIED STAFF REPORTS CO98-022- 089 - Club Link Properties – Vendors Offer to Purchase Former Aurora Highlands Golf Club Building #222. Moved by Councillor Morris Seconded by Councillor Hogg THAT the correspondence from Club Link Properties Limited enclosing a Vendor’s Offer to Purchase the Aurora Health Club be received; THAT Club Link Properties be advised that Council intends to take no further action with respect to the acquisition of the facility for municipal purposes; THAT Club Link be encouraged to work with other members of the community who may wish to pursue acquisition of the facility; THAT the resolution of Council passed March 11, 1998 requesting Club Link meet with the Town with respect to the need for a recreation centre for the people of the Town in the vicinity of the present Aurora Highlands Golf and Country Club be reaffirmed, and staff provide an additional report to Council outlining the results of those discussions. CARRIED Councillor Hartwell having previously declared an interest in this Report, did not take part in the vote called for in this regard. CARRIED CONSIDERATION OF OTHER BUSINESS FOR WHICH NOTICE HAS BEEN GIVEN AT A PREVIOUS MEETING Memorandum from Councillor Hartwell re: Notice of Motion - Carbon Monoxide Alarm By-law #225. Moved by Councillor Hartwell Seconded by Councillor Hinder WHEREAS in 1996 the Aurora Fire Department responded to 24 occurrences of confirmed abnormal levels of carbon monoxide and in 1997, 27 calls made for the same reason; AND WHEREAS in 1998 there have been a number of reported incidences in the Town of Aurora where residents were protected from the effects of high levels of carbon monoxide by the presence of detectors; AND WHEREAS deadly carbon monoxide vapours may occur in residences with any type of fuel burning device including furnaces, fireplaces, hot water heaters, space heaters and propane refrigerators; AND WHEREAS with respect to all existing dwelling units under the authority contained in the standards for maintenance and occupancy provisions of the Planning Act, Section 31(3) of the Planning Act provides that where an official plan that includes provisions relating to property conditions is in effect in a local municipality, the Council of the municipality may pass a By-law, for prescribing standards for the maintenance and occupancy of property within the municipality or within any defined area or areas and for prohibiting the occupancy or use of such property that does not conform with the standards; AND WHEREAS although it is evident from visits conducted by Fire Prevention Officers that the number of carbon monoxide detectors has increased significantly in the Town of Aurora, there are still many homes and workplaces where detectors have not been installed; AND WHEREAS the intent of the proposed By-law would be to inform the public about the safety of carbon monoxide detectors and the dangers of undetected levels, and to take necessary action when necessary; AND WHEREAS it is expected that once residents are aware that the installation of carbon monoxide detectors is considered by the Council of the Town of Aurora and the Fire Department to be an important safety Aurora Council Minutes No. 12-98 Page 7 Wednesday, April 8, 1998 matter, the majority of residents will agree that the modest cost of purchasing detectors is insignificant compared to the benefits of installing the device, and they will therefore voluntarily comply with the By-law; AND WHEREAS the quality of carbon monoxide detectors has improved in recent years resulting in fewer false alarms for Fire Department response; AND WHEREAS the City of Toronto has adopted a By-law to prescribe maintenance and occupancy standards for dwelling units with respect to carbon monoxide detectors; and THEREFORE BE IT RESOLVED THAT Staff be directed to prepare a Report including enforcement options and a Bill for Council’s consideration on the matter. CARRIED QUESTIONS BY MEMBERS Councillor Hogg - Enquired about the status of the request for the exemption from the Town’s Noise By-law for the Aurora Gardens Subdivision. Councillor Hinder - Advised that an Information Session for the Community/ Police Liaison Committee would be held on April 16, 1998 and asked that public awareness be facilitated for this new initiative. Mayor Jones - Wished the participants good luck in the upcoming Boston Marathon Race. Councillor Hartwell - Advised that there are a number of booths available for the Annual Street Sale to be held on June 7, 1998 and that interested vendors should contact the Chamber of Commerce. Councillor West - Enquired whether the first floor of the building formerly occupied by Home Hardware is being used for commercial purposes.
