MINUTES - Council - 19970326/ TOWN OF AURORA COUNCIL MEETING NO. 12-97 Council Chambers Aurora Town Hall Wednesday, March 26, 1997 8:00p.m. MINUTES ATTENDANCE COUNCIL MEMBERS Mayor Jones in the Chair; Councillors Griffith, Healy, Morris, Ochalski, Sorley, Wallace and Weller. Councillor McKenzie was absent on vacation. STAFF MEMBERS Chief Administrative Officer, Director of Corporate Services, Director of Planning, Director of Building Administration, Director of Leisure Services, Manager of Engineering Services, Fire Chief, Treasurer, and Council/ Committee Secretary. DECLARATIONS OF INTEREST Mayor Jones declared an interest in Recommendation No. 11 of the Planning and Development Committee Report No. 04-97 for certain aspects of Report PL97-038-075 regarding Timberlane Tennis and Country Club due to membership with same and did not take part in or vote on any questions in this regard or attempt in any way to influence the voting on such questions. Councillor Sorley declared an interest in Recommendation Nos. 2, 6 and 8 of the Planning and Development Committee Report No. 04-97 by virtue of a solicitor-client relationship and did not take part in or vote on any questions in this regard or attempt in any VoJay to influence the voting on such questions. ' APPROVAL OF AGENDA #163. Moved by Councillor Wallace Seconded by Councillor Ochalski THAT the content of the Agenda be approved as outlined herein with the addition of correspondence from the Ministry of Municipal Affairs and Housing, and the Ministry of Transportation; the addition of an In Camera item regarding property matters; and the deletion of the correspondence from Rail Ways to the Future. CARRIED Councillor Healy introduced two students from Dr. G. W. Williams Secondary School who were in the audience to observe the Council Meeting. Aurora Council Minutes No. 12-97 Wednesday, March 26, 1997 Page 2 Mayor Jones advised that Deputy Fire Chief Fred Bolsby had submitted his retirement notice after 28 years of fire service. The Mayor stated that Deputy Bois by served 1 0 years as a volunteer and 18 years full time with the Fire Department. His wife, Doreen will also be retiring from many years of service on the Aurora Fire Department Ladies Auxiliary. An appropriate occasion to mark recognition of Deputy Bolsby's service with the Town will be forthcoming. DELEGATIONS Gabriella Craparotta. Resident re: Willow Farm Lane Traffic Concerns Ms. Craparotta advised that from her perspective, the Recommendation of Report ADM97-002-088 was not a complete solution to the traffic concerns on Willow Farm Lane. She expressed concerns regarding the volume of traffic and excessive speeding in this area. She requested that Storrington Gate not remain open and that an outside company be engaged to provide an independent follow up Traffic Study to be conducted the week of September 7 -14, 1997. She also requested that the speed limit on Hodgkinson Crescent be reduced to 40 km per hour. #164. CARRIED ADM97-002-088 re: Traffic Concerns in the Willow Farm Lane Neighbourhood #168. Moved by Councillor Weller Seconded by Councillor Ochalski THAT Council consider the installation of multi-way stop signs at: a) the intersection of Willow Farm Lane and the eastern end of Hodgkinson Crescent; and b) the intersection of Willow Farm Lane and Wilkinson Place; 2. THAT the Storrington Gate public right of way remain open; 3. THAT the Public Works Department conduct a traffic count study in the Willow Farm Lane, Hodgkinson Crescent, Storrington Gate traffic catchment area for a full one week period, in the fall of 1 997, so that the impact of the proposed stop signs on traffic quantity and patterns can be reviewed and analysed; and 4. THAT York Regional Police be requested to increase traffic surveillance in the Willow Farm Lane, Hodgkinson Crescent, Storrington Gate traffic catchment area and that they be formally notified that Council considers this area to be a priority area within the Town of Aurora. CARRIED CONSIDERATION OF OTHER BUSINESS FOR WHICH NOTICE HAS BEEN GIVEN AT A PREVIOUS MEETING Memorandum from Councillor Sorley re: Notice of a Motion Regarding Review of Council Remuneration #203. Moved by Councillor Sorley Seconded by Councillor Morris WHEREAS the current direct cost of each Council Member of the Town of Aurora totals $15,985.39 per annum being made up of $14,483.30 in salary, $502.09 in CPP and Employer Health Tax, and $1,000.00 for conferences; AND WHEREAS the Council of the Town of Aurora now deems it expedient and appropriate, in concert with cutbacks occurring both at other levels of Government and in the private sector, to adjust the remuneration received by Councillors to reflect the desire and willingness to "do the same for less"; AND WHEREAS the potential reduction of Councillors salary will be consistent with the current goal of the Province of Ontario of reducing the costs of government and leading by example; BE IT HEREBY RESOLVED THAT the remuneration of Town of Aurora Councillors be reduced to $12,750.00 on account of salary plus required CPP & Employer Health Tax deductions as required by law; and with no further allowance for conferences, effective December 1st, 1997; and THAT Staff be directed to prepare the necessary By-law.
