DECLARATIONS OF INTEREST
Mayor Jones declared an interest in the delegation from Willows Estate Nursing
Home and Report PW95-057-276 for private water connection, by virtue of his
residence in the vicinity, being an area not serviced by municipal water and did not
take part in or vote on any questions in this regard or attempt in any way to
influence the voting on such questions.

THAT the content of the Agenda be approved as outlined herein, with

Witnesses to the New Business section of the Agenda.

Councillor Morris -Memento from the Council of Wrekin. England

Councillor Morris presented Mayor Jones with a crystal memento of the Council
of Wrekin, England which she obtained during a recent visit, wherein Councillor
Morris presented them with a copy of the Town of Aurora's Video and also the
Town's flag. Mayor Jones thanked Councillor Morris and noted that Wrekin is
located in the area of a world heritage site, being the birthplace of the industrial
revolution as well as the home of the first iron bridge.
At this point in the meeting Mayor Jones relinquished the Chair to Deputy Mayor
Healy and left the Council Chambers for the duration of the consideration of the
following matter.
DELEGATIONS
Ms. S. Jackson. The Willows Estate Nursing Home re:
Access to Town Water Supply
Ms. Jackson addressed Council on behalf of the 84 residents of the Willows Estate
Nursing Home. It was indicated that diminishing water volume production from
the facility's two existing wells had prompted the request to the Town for access
to the municipal water supply system.
Council was advised of the significance of a reliable water source from the
residents health, dignity and safety perspective. Encouragement to allow the
connection to occur notwithstanding the staff recommendation in this regard was
provided. In responding to questions it was indicated that the supply volume had
recently decreased from approximately 12 gallons per minute to 7 gallons per
minute; that there is existing storage capacity for 5,000 gallons onsite; that the
existing wells are twenty and thirty years old respectively; and that there wasn't
information available as to either the cost of the proposed connection or the cost
of a potential new well.

Mr. T, Kelly. Land Use Planner re: By-law No. 3662-95.D-
A By-law to Amend By-law No. 2213-78 (Jehovah's Witnesses)
Mr. Kelly, representing the owners of 169 Edward Street requested that Council
provide three readings to Bill 3662-95.D and direct that its circulation be withheld
until any technical uses related to the site plan were addressed to the satisfaction
of staff. Council was advised there was a timing constraint associated with the
purchase of the property which could be remedied if the By-law did not have to

come before Council for final reading at a future date. Mr. Kelly indicated there
were routine issues associated with the site plan which could be addressed by
staff and which would not impact on final reading of the By-law if it was to occur
this evening.

PW95-056-270 -Approval of Engineering Consulting Services
for the Reconstruction of Mill Street and Connaught Avenue
THAT Council approve the award of the contract for the provision of
engineering consulting services, for the reconstruction of Mill Street
from Wellington Street West to Tyler Street and of Connaught Avenue
from Wells Street to Edward Street, to the firm of Totten Sims Hubicki
Associates (1991) Ltd.;

THAT the Director of Public Works be authorized to enter into an
engineering agreement for the provision of said services as outlined in
a proposal dated July 31, 1995; and
THAT funds in the amount of $20,000.00 be provided from Account
No. 3002-0300-31 00 (Engineering -Consulting Services) to finance
this work.
TR95-027-271 -Release of Landscape Security Coscan

THAT upon the recommendation of the Director of Leisure Services,
the financial security in the amount of $5,575.00 held in connection
with the Landscaping Securities relating to Site Plan D 11-06-91,

TR95-029-272-Write-off of 1991 -1995 Taxes
under Section 442 and 441 of the Municipal Act
THAT Council approve the write-off of 1 991 -1995 taxes in the
amount of $158,856.30 under Section 442 of the Municipal Act and
$74,774.96 under Section 441 of the Municipal Act.

authorize the Mayor and Clerk to sign a revised Site Plan Agreement
between the Aurora Congregation of the Jehovah's Witnesses and the
Town of Aurora for the construction of a 435.37 m 2 meeting hall.

Enquired as to whether the Chief Administrative
Officer might work with Aurora Cable to develop
guidelines to assist Council in increasing the public's
understanding of the proceedings at Council
meetings.
Requested the Director of Public Works determine,
at an early stage, the interest of affected residents
in the proposed reconstruction of Connaught
Avenue.
Enquired as to the status of the installation of the
after hours access bell at the Aurora Town Hall.

Timberlane Charity Classic. September 16. 1995

Mayor Jones advised of the Timberlane Charity Classic scheduled to occur on
September 16, 1995 and indicated applications for those wishing to participate
were available at the Town Hall.
Country Hoedown
Council was also reminded of the upcoming Country Hoedown on Saturday,
September 9, 1995, the proceeds of which will benefit 10 local charities.
Aurora Community Centre re: Ice Surface
The Director of Leisure Services indicated the installation of the new ice plant at
the Aurora Community Centre was completed. Work is now underway to finalize
arrangements for the upcoming season scheduled to commence on August 28,
1995.
Kennedy Street East Reconstruction
Council discussed various alternative drawings prepared by Staff to address a
conflict between the landscaping surrounding the residence located at 1 33 Wells
Street and the proposed new sidewalk location along the Kennedy Street East side
of the subject property.

THAT the second alternative proposal tabled by staff which would
shift the proposed sidewalk alignment in a diagonal fashion along the
flankage of the property to meet the Kennedy/Wells intersection be
endorsed.
