STAFF MEMBERS IN ATTENDANCE DECLARATION OF CONFLICT OF INTEREST Chief Administrative Officer, Municipal Clerk, Director of Planning, Director of Building Administration, Director of Public Works, Director of Personnel, Parks Supervisor, Deputy Fire Chief, Treasurer and Recording Secretary. Councillor Griffith declared a possible Conflict of Interest in Report No. LS94- 028-211 re: Tree Removal on Rotary Park, as his residence abuts the property in question, and did not take part in or vote on any questions in this regard, or attempt in any way to influence the voting on such questions. Councillor Timpson declared a possible Conflict of Interest in Resolution No. 443 (correspondence from the York Region Board of Education) considered at the Special Council -Public Planning Meeting on July 28, 1994 for which he was absent, due to employment with the York Region Board of Education. Councillor Jones declared a possible Conflict of Interest in correspondence received from the Beacon Hall residents concerning the Bayview Parks Corporation lands at the southwest corner of Bayview Avenue and Vandorf Road as the proposal may be impacted by the activities of the Timberlane Tennis and Country Club, of which he is a member, and did not take part in or vote on any questions in this regard, or attempt in any way to influence the voting on such questions. Moved by Councillor Pedersen Seconded by Councillor Weller THAT the content of the Agenda be approved as outlined herein. CARRIED DELEGATIONS Mr. P. Bailey. Paradise Homes Aurora Inc. re: Request for Temporary Sales Office. Northeast Corner of John West Way and Wellington Street. Town of Aurora Mr. Bailey advised Council of the plans by Paradise Homes Inc. to construct a temporary sales facility located on the north side of Wellington Street East, just east of the John West Way intersection. The sales office would be in use for a period of approximately a year in order to market the units proposed to be constructed on the lands immediately east of the Town Hall facilities on John West Way. An artists rendering of the facility and a proposed Site Plan showing the location of the parking areas were submitted for Council's information. Mr. Bailey advised that the necessary approvals were being sought from the Region of York and local authorities to allow the office to proceed for construction in September/October, 1994. #454. Resident re: Traffic Problems on Kennedy Street West Mr. McCartney addressed Council on behalf of a number of residents in the Town who are concerned about volume and speed of traffic presently utilizing Kennedy Street. It was requested that Council implement measures to prevent the use of the street by heavy vehicles and thru traffic through imposition of traffic diversion measures, multi-stop signs and lower speed limits. Concerns with the width of the street given its function as a collector street were expressed. Council was requested to review the concerns of the residents and provide responses in an expeditious manner to improve safety in the neighbourhood. #455. Moved by Councillor Pedersen Seconded by Councillor Weller THAT the correspondence be received as information. WITHDRAWAL: The Motion was withdrawn with the consent of the mover and seconder. #470. Moved by Councillor Timpson Seconded by Councillor Jones WHEREAS in the seventh paragraph of the Minister's undated letter to Mr. Lawrence Allison, Municipal Clerk of the Town of Aurora, it was indicated that disentanglement discussions were broken off when the Association of Municipalities of Ontario voted to reject the disentanglement proposal; AND WHEREAS that particular rationale for the cessation of the deliberations is absolutely untrue as it was evident Municipalities were being shafted by the actions of the provincial government; AND WHEREAS the provincial fiscal year runs from April 1 to March 31 and the municipal fiscal year runs from January 1 to December 31, and because of this difference, Municipalities cannot do a three-quarters of the year adjustment to municipal budgets; AND WHEREAS it is unreasonable for the Government of Ontario to expect municipal governments to raise funds and pay for services rendered in 1994 out of their 1995 budgets; and THEREFORE be it Hereby Resolved THAT the provincial government be requested to defer collecting this supplementary assessment services fee at least until January 1, 1995; that the retroactive portion be eliminated; and that the fee not be incurred for services until January 1, 1995. CARRIED Moved by Councillor Jones Seconded by Councillor Timpson THAT the issue of implementing multi-stop intersections along the whole of Kennedy Street be referred to the Director of Public Works in order that a comparison with other collector streets within Aurora can be undertaken together with a review of the recommendations contained within the Delcan Traffic Safety Report, and THAT the Director prepare an additional Report to Council on this subject. Requested information respecting the Consultants' review of the Church Street School roof and the status of painting the exterior of the building. Councillor Healy Requested Public Works Department to undertake an additional traffic study to reassess the previous request for a three-way stop at the intersection of Walton Drive and Birch Court. NEW BUSINESS Mr. G. Jack. Resident re: Request to Close-Off Harrison Avenue for Street Dance/BBQ. September 3. 1994 #491. Moved by Councillor Weller Seconded by Councillor Pedersen THAT permission be granted to the residents of Harrison Avenue to close-off Harrison Avenue between Wells and Gurnett Streets on September 3, 1994 (rain date: Sunday, September 4, 1994) from 2:00 p.m. to midnight for a street dance/barbecue; and THAT the residents notify the Works and Fire Departments, the Police and Ambulance Services and all residents on the said street of this event.
