DECLARATION OF CONFLICT OF INTEREST
Councillor Timpson declared a possible Conflict of Interest in the material
entitled 1994 Public School Board Requisition, due to employment with the York
Region Board of Education, and did not take part in or vote on any questions in
this regard, or attempt in any way to influence the voting on such questions.
Councillor Healy declared a possible Conflict of Interest in the material entitled

APPROVAL OF AGENDA

That the Council of the Town of Aurora approve the renewal of the
fire communication services agreement at a cost of one dollar per
capita for the calendar year 1994.

Early Learning Centre Cooperative
THAT the Mayor and Clerk be authorized to execute the attached
form of lease for the use of the premises at the Jack Wood's
property to the Aurora Early Learning Centre Cooperative for a one
{1) year term ending June 30, 1995 in the amount of $9,037 per
annum, including G.S.T.

Garden Request
THAT Council delegate to staff, subject to the conditions herein,
authority to approve the operation of a Beer Garden at Machell Park
when requested by the Aurora Agricultural Society.

Committee Meeting No. 06-94 be received and the
recommendations carried by the Committee be adopted as amended
by the condition that incurring expenses for the production of a
Town of Aurora Video will be held in abeyance until the amount
budgeted for the video has been received by the Town in the form
of contributions.

ADM94-01 0-127-Reconstruction of Wellington Street
Between Bayview Avenue and the C.N.R. Tracks
Holland River Bridge
#274. Moved by Councillor Timpson Seconded by Councillor McKenzie
THAT Council request the Regional Municipality of York to include
a bridge over the Holland River at an estimated cost of $750,000
in its plans for reconstruction of Wellington Street East including
provision for pedestrian/bicycle traffic under the bridge, and, that
the Town request the opportunity to review preliminary plans for
the structure prior to finalization of design work;
THAT an amount of $396,000, be provided from the Parks Reserve
Fund to fund the additional $150,000 cost over the original
estimate and an amount of $246,000 for the Town share of the
project which is not attributable to new development; and
THAT temporary financing in the amount of $354,000 be provided
from the Municipal Capital Reserve Fund, said amount to be repaid
to the Fund upon the collection of the relevant Development
Charges.

THAT Council consider sanctioning a system through which Staff
could address requests of local service clubs or other entities such
as N.A.F.A.R. to provide refreshment/hot dog facilities benefitting
local objectives at various locations within the municipality; and
THAT Council deny the proposal by "Youth Works" to provide
refreshment facilities within Town parks and other public places
this summer.

the Special Events Committee to determine whether there are

Councillor Weller -Noted that the shrubs in the Jack Wood's Park had

Signs on Industrial Parkway North and Centre Street for the
Viewing of Merlin's Hollow, an English Flower Garden
#286. Moved by Councillor Healy Seconded by Councillor Timpson
THAT the "No Parking" signs on Industrial Parkway North and
Centre Street in the vicinity of Merlin's Hollow be hooded on May
14th, July 2nd and July 1Oth from 10:00 a.m. to 5:00p.m. for the
opening of Merlin's Hollow.

PW94-0 16-1 35-Approval of Engineering Consulting Services
for the Reconstruction of St. John's Sideroad between Yonge
Street and Bayview Avenue

THAT Council authorize the Director of Public Works to enter into
an agreement with the firm of R.J. Burnside and Associates
Limited to provide consulting engineering services for the
reconstruction of St. John's Sideroad between Yonge Street and
Bayview Avenue, said execution to take place only upon reception
by the Town of approval of an application by the Town to
Canada/Ontario Infrastructure Program for this project;
THAT the Director of Public Works be authorized to enter into an
agreement to provide for immediate commencement of
environmental inventory information gathering relating to this
project; and
THAT funds in the amount of $10,000.00 be provided temporarily
from the Engineering Reserve to finance the work relating to the
environmental inventory, to be subsequently reimbursed upon
collection of the appropriate Development Charges as set out in the
Town's Development Charges Bylaw.
