MINUTES - Council - 19940413II TOWN OF AURORA COUNCIL MEETING NO. 12-94 Council Chambers Aurora Town Hall Wednesday, April 13, 1994 8:03p.m. MINUTES II COUNCIL MEMBERS IN ATTENDANCE Mayor West in the Chair; Councillors Constable, Griffith, Healy, Jones, McKenzie, Pedersen, Timpson and Weller. STAFF MEMBERS IN ATTENDANCE Chief Administrative Officer, Municipal Clerk, Deputy Clerk/Solicitor, Director of Planning, Director of Building Administration, Director of Public Works, Manager of Facilities and Programs, Fire Chief and Treasurer. Mayor West welcomed the members of the 3rd Aurora Scouts who were present to tour the building and attend the meeting. DECLARATION OF CONFLICT OF INTEREST Councillor Timpson declared a possible Conflict of Interest in the correspondence from the York Region Board of Education re: Education Development Charges, by virtue of employment with the York Region Board of Education, and did not take part in or vote on any questions in this regard, or attempt in any way to influence the voting on such questions. Councillor Healy declared a possible Conflict of Interest in the correspondence from the York Region Board of Education re: Education Development Charges, by virtue of employment with the York Region Board of Education, and did not take part in or vote on any questions in this regard, or attempt in any way to influence the voting on such questions. The York Region Board of Education re: Request for Proclamation -"Celebration of Education Week". May 2 to May 6. 1994 in the Town of Aurora THAT May 2 -May 6, 1994 be proclaimed "Celebration of Education Week" in the Town of Aurora. The Canadian Red Cross Society. Big Sisters of York re: Request for Permission to Hold 15th Annual 1 OKm Run, September 11, 1994 THAT permission be granted to the Big Sisters of York to hold their 15th Annual 1 OKm Run on September 11, 1994 in the Town of Aurora. STAFF REPORTS #198. ADM94-007-093-Leisure Services Department Organization Review THAT the document entitled "Leisure Services Department - Organization Review" prepared by The Randolph Group be received by Council. LS94-017-095-July 1st Celebrations THAT permission be granted to the July 1st Committee to hold celebrations in the Town Park on Thursday, June 30, 1994 from 7:00 p.m. to 12:30 a.m. and on Friday, July 1, 1994 to hold celebrations at the Leisure Complex from 12:00 Noon until 11 :00 p.m; THAT permission be granted to close off Yonge Street for the July 1st Parade to be held on July 1,1994 from 10:30 a.m. to 1 :00 p.m. starting from Edward Street to Aurora Heights Drive and that staff be directed to prepare the necessary By-Law; and THAT permission be granted to close off Wells Street between Mosley Street and Metcalfe Street for the celebrations at the Town Park from 7:00p.m. Thursday, June 30, 1994 until 1 :00 a.m. July 1st 1994 and that staff be directed to prepare the necessary By- Law. Moved by Councillor Weller Seconded by Councillor McKenzie THAT the suggested resolutions respecting the matters listed as "Consent Items" be adopted as submitted to Council, and Staff be authorized to take all necessary action required to give effect to same. CARRIED The Regional Municipality of York re: Council's Resolution Regarding Preliminary Alternatives for Wellington Street Widening #200. Moved by Councillor Griffith Seconded by Councillor Timpson THAT the correspondence be received as information. CARRIED The York Region Board of Education re: Decision ' of the Two School Boards to Recover Education Development Charges not Collected Between June 4, 1993 and February 14, 1994 #201. Moved by Councillor Griffith Seconded by Councillor Pedersen THAT the correspondence be received as information. CARRIED Councillors Timpson and Healy, having previously declared a possible Conflict of Interest in this matter, did not take part in the vote called for in this regard. City of Woodstock re: Request for Support of Resolution -Non-Profit Day Care Centres be Exempted from Property Taxes or to Provide Grants in Lieu of Taxes #202. Moved by Councillor Healy Seconded by Councillor McKenzie THAT the request be referred to Staff for a Report, taking into consideration the Town Crossing Guard Policy and Procedure. Moved by Councillor McKenzie Seconded by Councillor Pedersen THAT the policy regarding the method for the removal of wildlife from properties in the Town of Aurora be discontinued; THAT the alternative suggestions set out in this report be first provided to residents encountering wildlife problems; THAT the Notice Board be utilized to advise residents of the change in practice and to advise of the potential raccoon rabies problem referred to in the supporting documentation; and THAT the Federal Government be requested to expedite use of the new rabies vaccine within Canada. CARRIED CL94-013-097-Proposed Bingo Halls in Whitchurch-Stouffville and Enlargement of Events at Town of Aurora Bingo Hall #205. Moved by Councillor Timpson Seconded by Councillor McKenzie THAT the Town of Aurora has no objection to the applications of: Norman Clements to open a Class "A" Bingo hall at the Stouffville Country Flea Market; or The Parks and Recreation Department of the Town of Whitchurch-Stouffville to open a Class "B" Bingo Hall at the Whitchurch-Stouffville Recreation Complex; and THAT correspondence from Staff to Aurora Bingo Centre Inc., respecting conduct of one set of Back-to-Back bingo events per quarter and one bingo event per month having a prizeboard not in excess of $5,500, be received as information. Moved by Councillor Jones Seconded by Councillor Griffith THAT Grants be awarded totalling $90,586.00to the organizations and for the events noted, in accordance with the established Grants Policy. Moved by Councillor Healy Seconded by Councillor Jones THAT Council approve the submission to the Region of York of comments as prepared by the Director of Public Works on the Stage I Report on Long Term Water Supply for the Region. CARRIED PW94-009-1 00-Tender Award. PW-1994-01 -Advertising on Town of Aurora Conventional Buses #208. Moved by Councillor Griffith Seconded by Councillor Jones THAT Tender PW-1994-01 ,Advertising on Conventional Transit, be awarded to the high bidder Raclama Enterprises Inc., o/a Display Depot Transit Advertising Co., at its bid price of $27,000.00 for a 5 year period. CARRIED CONSENT ITEMS REQUIRING SEPARATE DISCUSSION The Regional Municipality of York re: Clause No. 15 in Report No. 5 of the Transportation and Environmental Services Committee-"Revised 1994 Household Hazardous Waste Program" and Clause No. 11 in Report No. 4- "Household Hazardous Waste Program: Proposal Calls - Mobile Facility" #209. Moved by Councillor Griffith Seconded by Councillor Healy THAT the Town of Aurora endorse the correspondence from the Regional Municipality of York. CARRIED CL94-014-094-Council Meetings -Background to Procedures Handout #210. Moved by Councillor Healy Seconded by Councillor Griffith THAT Staff be authorized to provide members of the public attending Council meetings with a Background to Procedures Handout similar to the attached draft format as amended by Council with respect to the average length of the Attachments and with respect to the fact that the Agenda and Attachments are circulated in advance to Council members. Moved by Councillor Constable Seconded by Councillor Griffith THAT leave be given the Mover and Seconder to introduce the following by-law for Third Reading: 3535-94.P Being a By-law to amend the Adult Entertainment By-law No. 3496-93 with respect to electronic dispensing of Adult Video Tapes. AND THAT the same be taken as read a Third Time. CARRIED Moved by Councillor Constable Seconded by Councillor Griffith THAT leave be given the Mover and Seconder to introduce the following by-law for Third Reading: 3536-94.D Being a By-law to adopt Official Plan Amendment No. 6 (Bayview-Wellington Centre Secondary Plan). AND THAT the same be taken as read a Third Time. CARRIED QUESTIONS BY MEMBERS Councillor Weller Councillor Griffith Requested the Leisure Services Department to report on cutting back some of the growth at the north end of Jack Wood's Park with a view to eliminating potential hazards in that respect. Requested the Leisure Services Department to consider the feasibility of signs in the washrooms at the Leisure Complex advising patrons to conserve water. Moved by Councillor Jones Seconded by Councillor Healy THAT Council approve the execution of an agreement between the Town and the Used Car Clearance Centre regarding the purchase and subsequent resale of a vehicle by the Town. On a recorded vote, the resolution was CARRIED YEAS: 7 NAY: 2 VOTING YEA: Councillors Constable, Griffith, Healy, Jones, Pedersen Timpson and Mayor West. VOTING NAY: Councillors McKenzie and Weller. Memorandum from Councillor Healy re: Improvements to St. John's Sideroad #214. Moved by Councillor Healy Seconded by Councillor Weller WHEREAS Council recently authorized the submission of an application under the Canada/Ontario Infrastructure Program requesting that the improvements to St. John's Sideroad between Yonge Street and Bayview Avenue, which were identified in the Town's Development Charges By-law, be considered for funding; AND WHEREAS Council understands that the Region has recently expressed an intention to assume the 9th Line in the Towns of Markham and Whitchurch-Stouffville; AND WHEREAS the St. John's Sideroad is used primarily by residents of other communities to bypass Aurora; NOW THEREFORE Council hereby renews its previous request that the Region assume the St. John's Sideroad from Bathurst Street east to Bayview Avenue as is. CARRIED Memorandum from Councillor Griffith re: Proposed Promotional Town Video #215. Moved by Councillor Griffith Seconded by Councillor Weller THAT the Committee and Staff be authorized to further research the costs for production of the proposed video and to contact potential sources of funding for the proposed video. Moved by Councillor Jones Seconded by Councillor Healy THAT Council approve, subject to the conditions contained herein, the use of Town Park by the Aurora Lions Club for their Annual Carnival April 28 -May 1, 1994. CARRIED 25 Years Service -Deputy Fire Chief Fred Bolsby The Mayor and Council expressed their congratulations to Deputy Fire Chief Bolsby upon completion of 25 years service with the Town.
