DECLARATION OF CONFLICT OF INTEREST Councillor Timpson declared a possible Conflict of Interest in Accounts paid to the York Region Board of Education due to employment with same, and did not take part in or vote on any questions in this regard, or attempt in any way to influence the voting on such questions. Councillor Healy declared a possible Conflict of Interest in Accounts paid to the York Region Board of Education due to employment with same, and did not take part in or vote on any questions in this regard, or attempt in any way to influence the voting on such questions. Moved by Councillor Timpson Seconded by Councillor McKenzie THAT the Planning Department continue to provide monthly status reports on Town planning activity to the Planning Advisory Committee; THAT the Building, Fire, Personnel, Leisure Services, Clerk's and Public Works Departments provide quarterly reports to the Committee of the Whole; and THAT the Treasurer continue to provide monthly financial statements in summary format. Moved by Councillor Jones Seconded by Councillor Healy THAT Council receive the Interim Report to the Regional Municipality of York entitled "Review of Municipal Fire Services, August 24, 1993"; THAT Council sanction proceeding with the next phase of the Municipal Fire Services Review; and THAT Council give direction and authorization for the Study Steering Committee to continue as indicated in both Options #2 and #3 (page C-6 of the Report) with respect to Section "B" -Regional Training and Education. CARRIED CL93-031-261 -Supplementary Parking Control Services #497. Moved by Councillor Healy Seconded by Councillor Jones THAT the Clerk be authorized to solicit formal proposals from the private sector to supplement the municipality's parking control program undertaken pursuant to Part ll of the Provincial Offences Act; THAT a subsequent report be prepared for consideration at the October Committee of the Whole Meeting assessing the viability of an arrangement with the private sector to provide a service of this nature; and THAT the Report incorporate a comparison of the costs of the private sector service in relation to the cost of an additional full-time parking control officer and the revenues that might be generated under each format. Moved by Councillor Griffith Seconded by Councillor Constable THAT Council approve a request for 955440 Ontario Ltd. for preservicing of the first phase of the residential subdivision on the east side of Bathurst Street north of Henderson Drive (known as 19T-85048) subject to the following conditions: a) Review and approval by the Director of Public Works of the cost estimate for the internal servicing works; b) Review and approval by the Director of Public Works of the detailed engineering plans for the construction of the internal services; c) Issuance of a Topsoil Removal Permit and subsequent installation of all controls and devices as so required; and d) Receipt of cash and securities in accordance with standard procedures for subdivision developments in the amounts specified. Town of Aurora #499. e~/ Moved by Councillor Constable Seconded by Councillor Griffith THAT Tender PW-1993-12, Aurora East Trunk Sanitary and Watermain, Phase I be awarded to the low bidder, C.M. Dipede Group Ltd., at its bid price of $628,776.75 subject to receiving all easements save and except the Hydro lands, notwithstanding Council's direction of July 8, 1993 that "the tender award shall not be recommended to Council until the property ..... obligations of the (External) Servicing Agreement are addressed"; THAT a contingency allowance of $30,000.00 be approved for this project; THAT the Director of Public Works be authorized to execute an agreement with Cosburn Patterson Wardman Limited for services pertaining to project supervision; and THAT the Town's estimated share of the project costs for the Phase I works ($225,000.00) be debited to the Sewer and Water Reserve Account. Moved by Councillor Timpson Seconded by Councillor McKenzie THAT leave be given the Mover and Seconder to introduce the following by-laws for Third Reading: 3486-93 3487-93 Being a By-law to amend Smoking By-law 3351-91 with respect to the Aurora Community Centre, the Leisure Complex and the Parks Depot (Scanlon Court). Being a By-law respecting permits and related matters under the Building Code Act (The Building By-law). AND THAT the same be taken as read a Third Time. CARRIED QUESTIONS BY MEMBERS Councillor Timpson Asked the Director of Planning what materials remain to be submitted by Magna in connection with its land development application and enquired whether it is a requirement that all studies be submitted and reviewed by Staff before the holding of a Public Planning meeting. Councillor Healy Requested that Council be informed on the day that the Magna application is completed and enquired whether there is a check list of materials that constitutes a complete application. Enquired when the cut logs located on Henderson Drive at Bathurst Street would be removed. Councillor Pedersen Enquired whether there was a Council policy that Planning Advisory Committee discussions on plan development applications must be based upon a complete application package forming the basis of a Staff Report. NEW BUSINESS ADM93-005-264 -Organizational Review of Physical Recreation and Arena Operations -Leisure Services Department #504. Moved by Councillor Griffith Seconded by Councillor Timpson THAT the Randolph Group, Management Consultants be retained by the Town to undertake an organizational review of physical recreation, arenas, and related support entities in the Leisure Services Department at a total estimated cost of $22,500 plus G.S.T. CARRIED Aurora Council Minutes No. 24-93 Wednesday, September 15, 1993 Timberlane Charity Classic Page 11 Councillor Jones expressed his appreciation to Jay Currier and Kathy McFarlane for their efforts to facilitate support of the 1993 Timberlane Charity Classic. He noted that over $25,000 had been raised. One half of this would be contributed towards the 1994 operating cost of the access bus.
