Councillor Timpson was absent on vacation. Chief Administrative Officer, Municipal Clerk, Deputy Clerk, Director of Planning, Director of Building Administration, Director of Public Works, Director of Personnel, Manager of Facilities and Programs for Leisure Services and Treasurer. Councillor McKenzie declared a possible Conflict of Interest with respect to Report PL93-067-249 re: Contract for Wellington Street Corridor Study, Phase II due to the ownership of property within the vicinity of the Report, and did not take part in or vote on any questions in this regard, or attempt in any way to influence the voting on such questions. Councillor Constable declared a possible Conflict oflnterest with respect to the delegation and correspondence from Ms. Rosemary Van Oostrom re: parking of vehicles on Seaton Drive due to residence in the vicinity of the subject matter, and did not take part in or vote on any questions in this regard, or attempt in any way to influence the voting on such questions. Moved by Councillor Pedersen Seconded by Councillor Weller THAT the content of the Agenda be approved as outlined herein, with the addition of Report PW93-060-253 re: Road Closure-Cousins Drive, Wells Street to Cameron Avenue to the Unfinished Business section of the Agenda. CARRIED PRESENTATION The Commemorative Medal for the 125th Anniversary of the Confederation of Canada to Mr. Bruce Smith. Life Member of The Muscular Dystrophy Association of Canada Mayor West took great pleasure in presenting the Commemorative Medal on behalf of the Governor General of Canada to Mr. Bruce Smith. He indicated that Mr. Smith is the honorary treasurer and a life member of the Muscular Dystrophy Association of Canada. His role in financial management was influential in leading the Association through the 1982-83 recession and has contributed to the strength of the Association today. Mr. West noted that it is the work of volunteers, such as Mr. Smith, who contribute the most to community life in this country. DELEGATIONS Ms. Wendy Browne. Aurora Minor Ball Association Inc. re: Diamond Usage for 1993. Projected Usage for 1994 Mr. Hank Gosar, president, spoke on behalf of the Association. He noted that its membership growth to over 1,100 registrations by 1993 has created significant pressure for additional baseball diamonds. He then reviewed existing Town's facilities and distributed materials which indicated that total users of the Town's baseball diamonds for the 1994 season may exceed 2,605 persons. The need for space is compounded by the recent introduction of baseball, which requires a larger playing field than softball. Mr. Jim Osmond, coach of the representative team, reiterated Mr. Gosar's comments. In particular, he pointed out that next year 100 more children will come of age to move up to the level where baseball is played. Given the lack of diamonds, they will be unable to play baseball in Aurora. Mr. Osmond stated that the Association would like to begin registrations for next season in February, 1994. Mr. Gosar then asked Council to commit to installing a new baseball diamond, to allow the Association to participate in the design and to begin construction on that diamond this September, so that it might be ready for next spring. Mr. Gosar also requested Council to assist the Association to find office space. #450. Moved by Councillor Healy Seconded by Councillor Constable THAT the delegation be received as information. CARRIED ' .... ~~ .· ·---~ Aurora Council Minutes No. 23-93 Wednesday, August 25, 1993 Ms. Rosemacy Van Oostrom re: Parking of Vehicles on Seaton Drive for the Use of the Baseball Diamond in Confederation Park Page 3 Ms. Van Oostrom drew Council's attention to her correspondence in Section "B" of the Agenda and the issue of parking on Seaton Drive by users of the baseball diamonds and the soccer field at Confederation Park. She noted that each evening, when homeowners most wish to enjoy their property, this area is inundated with parked cars. The impacts of this include noise, property damage as vehicles turn in the driveways, problems with access to the driveways, elimination of visitor parking and most importantly, the question of safety. Ms. Van Oostrom showed a series of photographs depicting the cars parked on both sides of Seaton Drive, while parking facilities provided at adjacent schools sit empty. On behalf of the residents of this area, she requested Council to consider implementing "No Parking" restrictions on Seaton Drive in the vicinity of Confederation Park on weekday evenings between 6:30 -8:00 p.m. In connection with this, she requested Council to consider providing residents with parking permits, so that visitor parking would not be curtailed. She also requested that motorists be advised of other available parking facilities and that the Town review its booking of diamonds or consider corresponding with diamond users to make them aware of this problem. #451. CARRIED Councillor Constable, having previously declared a possible Conflict of Interest in this matter, did not take part in the vote called for in this regard. Mr. Michael Evans. Aurora True Value re: Comments made in the Era-Banner. August 1. 1993 Mr. Evans addressed an article in the Era-Banner dated August 1, 1993in which Deputy Mayor Timpson defended the Town's purchasing habits in response to Mr. Evan's contention that more funds should be expended in his store. Mr. Evans also expressed concerns that Council reviewed his July 28, 1993 delegation in camera and released its response to the Era-Banner rather than to him directly. In response to questions from Council, Mr. Evans confirmed that the subject matter of his earlier delegation also included personnel matters, which may have been the subject of Council's in camera deliberations. He also confirmed that he had been asked to provide written evidence of the savings of 89% and 100% that he would be able to provide to the Town. #452. Moved by Councillor Weller Seconded by Councillor McKenzie THAT no further action be taken respecting installation of traffic controls on McClellan Way; and THAT the school principals in this vicinity be requested to provide general notification of the intent and use of the existing pedestrian signals to the student population. Moved by Councillor Jones Seconded by Councillor Griffith THAT Cousins Drive betweeen Wells Street and Cameron Avenue be closed temporarily for the duration of construction of a new culvert crossing Tannery Creek on Cousins Drive under Tender PW-1993-07; and THAT Bill No. 3488-93, being a by-law to temporarily close Cousins Drive between Wells Street and Cameron Avenue until construction of a new culvert crossing of Tannery Creek on Cousins Drive has been completed, be given three readings. AND THAT the same be taken as read a Third Time. CARRIED NOTICE OF MOTION Councillor Healy give a Notice of Motion with respect to pedestrian activated crosswalks. QUESTIONS BY MEMBERS Councillor Weller -Expressed concern that eagerness to push forward development of a new baseball diamond and to seed that diamond this year should not preclude proper drainage and tiling of the park area. In order to drain and tile the park area properly, it would not be possible to seed such land this year. NEW BUSINESS Memorandum from Mayor West re: Formation of Management Committee #477.
